**What the role is**
- The job-holder reports to Deputy Director, Mobile Core & Transmission. The job-holder would deliver Enterprise communication capabilities and technologies to the Home Team. The job-holder is responsible for the system engineering aspects of various projects and trials within the Comms domain; identifying and evaluating technologies of interest to the Home Team.

**What you will be working on**
- Strong technical knowledge in 4G LTE, VoLTE, IMS, 3G, TETRA technologies, including Mobile Applications and Service Orchestration, Network Slicing (NS).
- Responsible for end-to-end design (including security) of Enterprise Communications to meet HTD’s operational needs, together with Cap sustainment.
- Responsible for gathering users’ requirements, conduct market survey, trials, writing tender specifications, perform tender evaluation and implementation to ensure that the recommended solution meets HTD’s needs.
- Lead the App & Service Enablement team to plan the near
- and long-term network architecture evolution and capacity needs. Articulate architectural differences between solution methods and the challenges and approaches to integrating solutions built on different platforms.
- Lead the App & Service Enablement team in the planning and project management of new or existing transmission and transport networks, including technology selection, capacity planning, service rollout and service performance improvement, etc.
- Lead in evaluation of tender from both a technical and commercial standpoint, and project manage the implementation of systems.
- Ensure that the system is able meet the system availability required by design, and to incorporate life cycle costing (LCC) considerations and spares optimisation as part of the technical requirements.
- Identify and study all the preliminary and critical design parameters, which can affect the operational and technical performance of the system.
- Lead the App & Service Enablement team in the preparation of various technical documents like the technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports.
- Lead the App & Service Enablement team in acceptance tests like UAT, FAT, OSAT, SSAT and ensuring that the deliverables meet tender specifications.
- Ensure timely delivery of projects within the committed schedule and budget, ensuring project issues are timely resolved or escalated to management for attention.
- Provide regular updates to HTX management on the project progress, highlighting project milestones, issues and expenditure.
- Ensure projects are implemented based on the approved project plan that meets all identified operational needs, within agreed parameters of cost, duration and quality.
- Identify potential project risks early and assess its implications to the organisation and project, and to recommend mitigating measures to manage the risks and minimise project delay.
- Effectively engage and manage all relevant stakeholders to deliver communications system.
- Ensure proper integration and testing of all hardware and software components so that the system is delivered according to contractual requirements.
- Work with external agencies and/or Home Team Departments (HTDs).
- Perform any other duties as assigned by HTX Senior Management or Deputy Dir (Mobile Core & Transmission).

**What we are looking for**
- Tertiary qualification in Electrical/Electronics Engineering, Computer Science or related Engineering fields.
- Minimally 8 years of working experience in Telecommunications technologies, in particular voice communications, including a minimum 3 years in a leadership position.
- Strong knowledge in 4G LTE, VoLTE/IMS, 3G, TETRA technologies, including Mobile Applications.
- Strong technical knowledge of computer networking, including knowledge of hardware, protocols, internet standards.
- Knowledge in telecommunications standards like 3GPP, ETSI and etc and the latest developments.
- Basic knowledge in 5G Network Functions (NFs), NFV and SDN mechanisms.
- Working experience in telecommunications industry 4G/5G and TETRA preferred, and knowledge in standards like 3GPP, ETSI.
- Preferably relevant disciplines and professional certifications from telecommunication principal vendors/suppliers.
- Strong planning and project management skills, with facilitation skills, problem-solving skills and organising capabilities. Project Management Professional (PMP) or equivalent certification would be an advantage.
- Strong interest in technology and innovation.
- Competent, self-motivated, pro-active, dedicated and responsible as well as having the ability to work independently without the need for close supervision.

All new appointees will be appointed on a two-year contract in the first instance.
