**What the role is**
- Reporting to the Assistant Director/Senior Assistant Director (Financial Reporting and Revenue), you will be part of the Finance Operations team responsible for the management of general ledger and accounts receivables functions, to ensure timely and accurate financial reporting and revenue collections.
**Responsibilities**:
- Manage the annual statutory audit and prepare annual accounts to ensure timely and accurate financial statements for the Board. This includes preparing the appointment of external auditors.
- Manage general ledger to ensure prompt and accurate recording of financial transactions in accordance with the Statutory Board financial reporting standards and financial regulations.
- Work with the finance team to handle monthly accounts closing activities, prepare financial reports & analysis, audit schedules and reconciliations.
- Review and reconcile balance sheet accounts and bank reconciliations with timely resolution of reconciling items.
- Review GST submissions and statistical/financial information returns to relevant Government agencies and ensure that the submissions are in compliance with the relevant Act.
- Manage and administer the Board’s Institution of Public Character (IPC) fund for donations and tax reporting to the relevant authorities and ensure compliance with the regulations under the Charities (Institutions of a Public Character) Regulations and the reporting requirements of an IPC.
- Formulate and review policies, procedures and internal controls to ensure efficient and effective management and accounting of financial transactions, revenue and donations.
- Engage and provide advice to relevant internal and external stakeholders on financial matters.
- Manage a team of officers including outsourced service staff to ensure that the day-to-day billings and revenue collection operations are efficient with proper governance and meet performances targets.
- Participate in key system enhancement and integration for financial reporting and revenue to ensure robust and reliable financial systems.
- Handle ad hoc projects/responsibilities as and when required
**Requirements**:
- Background in Accountancy or relevant professional accounting qualification.
- 3 to 5 years of relevant experience in Finance
- Proactive, meticulous, strong analytical skills.
- Able to work independently and be a team player.
- Good interpersonal and communication skills.
- Familiarity with Workday system, knowledge in data analytics tools like Tableau and deploying automation tools such as UiPath/Python will be an advantage.
- Prior Finance experience in the Public Sector is an advantage.
