**Responsibilities**
- Liaise with Project team to determine their project requirement clearly-NTP Date, Project Specifications, Services required etc.
- Conduct thorough check on new suppliers before considering their participation in the tender, and obtain their market references for the relevant project specifications.
- Manage the day-to-day operations of the procurement process.
- Negotiate contract T&Cs with bidders to ensure project execution risks are kept to the minimum.
- Establish bid standards and prepare procurement documents to solicit bids and contracts for the purchase and /or lease of materials and services.
- Negotiate prices with suppliers to reach the lowest possible level for CAPEX.
- Responsible to work with project team in OPEX cost comparison among bidders and technical evaluation summary, as part of the Techno-Commercial evaluation before award. This is to achieve the company’s objective of TQC (Time, Quality and Cost)
- Document all prices with other internal benchmarking result in Commercial Evaluation Summary for management approval before award.
- Identify and researches potential new suppliers.

**Requirements**:

- Bachelor Degree in Engineering as a minimum
- Minimum 10 years worked in project Procurement position in Heavy Industry such as Chemical Plants, Petrochemical, Refinery, etc. Working experience in Indonesia / China / Brazil will be an advantage.
- Familiar with contract negotiation and standard terms and conditions for project purchase.
- Bilingual in Chinese and English.
- International sourcing / procurement experience, understanding of custom requirements and associated logistics is required.
- Analytical and good with Microsoft Excel.
- Business acumen
- Possess excellent negotiation skills with an astute capacity to manage confidential information
