Sea Field Procurement Leader

**What you will do**:
The Senior Procurement Manager, SEA is responsible for managing about 90M USD controllable third party spend covering materials, subcon and indirect in a matrix organization. He or she is accountable to supervise the local teams and partner with APAC category sourcing teams to deliver the SEA procurement targets including year over year savings, cash improvement, supply base optimization, P2P process streamlining, governance and compliance, and elevate service levels to meet or exceed the expectations from business and functional leaders in the SEA region.

**How you will do it**:

- Supervise the team members in Singapore, Malaysia, Thailand, Indonesia and Philippines with a matrix organization
- Be the Business Partner to the SEA business stakeholders, an effective and efficient bridge between buying needs per project and sourcing operations by category, for materials, subcon and indirect. Drive the APAC category sourcing teams to streamline business processes and deliver the procurement targets for SEA region including year over year savings, cash improvement (via payment term extension and supply chain financing program), supply base optimization and etc.
- Be the escalation channel on procurement related issues in SEA and drive cross-functional problem solving until closure
- Organize review and approval of Bid to Win (BtW) on behalf of Procurement function per DOA
- Clarify procurement needs and track procurement performance by business verticals and by project; identify areas for continuous improvement and execute the improvement actions
- Be the senior procurement leader in the SEA region to make full alignment with APAC category leaders, supervise the sourcing activities and support to manage local supply base
- Codevelop the right control points with APAC category leaders to ensure the governance and compliance to company policies, procedures, and local regulations; meanwhile leverage the best practices and drive consistency across APAC region
- Manage business and functional stakeholders in the SEA region
- Be the change agent, manage changes proactively, drive the buy-in of SEA stakeholders of category sourcing
- Other duties assigned by the line manager

**What we look for**:

- Minimum bachelor’s degree, MBA is a plus
- 10+ years or above sourcing and procurement experiences with minimum 5 years on sourcing in MNCs and 2 years as a people manager
- Industry working experience in an innovative but also cost-driven environment, building or construction is preferred
- Track record in market benchmarking, procurement strategy establishment and implementation
- Working knowledge of the legal aspects of procurement and contracting laws
- Working knowledge of the financial aspects of procurement
- Familiar with cost reduction methods and tools, category manager experience is preferred
- Experience of engineering sourcing is a plus
- Excellent strategic and logic thinking
- Good interpersonal skills to enable and manage strategic relationships internally and externally
- Adaptable towards a rapidly changing environment and able to work under pressure
- Willing to travel as needed
