**Duties**: **WHAT YOU'LL BE DOING DAY TO DAY** As an Equal Employment Specialist, you will use your knowledge of and experience with the Office of Equal Employment Opportunity, Diversity and Inclusion (EEODI) to optimize business results and customer experience by: Processing pre-complaints of discrimination filed against HHS in a timely manner and in compliance with 29 C.F.R., Part 1614 and the Equal Employment Opportunity Commission (EEOC) Management Directive 110 (MD-110). Notifying aggrieved persons about the stages of the complaint process, informing the aggrieved persons of their right to make an election between traditional counseling or alternative dispute resolution (ADR), referring the aggrieved persons to ADR as appropriate, preparing a counselor's report, and issuing to the aggrieved persons their notice of right to file a formal discrimination complaint. Processing formal complaints of discrimination and supporting the Director of CCID in carrying out the functions of the office as they relate to compliance with laws, regulations, policies, and procedures that govern the processing of formal complaints under 29 C.F.R. 1614 and the Equal Employment Opportunity Commission (EEOC) Management Directive 110 (MD- 110). Drafting coherent acceptance and/or dismissal letters (procedural decisions) and/or final agency decisions (FADs) on the record (merit decisions) that are legally supportable and completed within the regulatory timeframes. Preparing reports and providing analyses on matters such as quarterly and annual EEO complaint processing activities. Engaging in effective marketing techniques to ensure managers, supervisors, employees and applicants for employment are aware of roles, responsibilities, and resources in the EEO program. Developing briefing papers and recommendations for changes in policies, practices, and procedures that will ensure equitable employment practices. - Duties described above are at the full performance level GS-12 level. **Requirements**: **Conditions of Employment**: - U.S. Citizenship required - Suitable for federal employment - Documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System. - All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice. - All qualification requirements must be met by the closing date. - Financial disclosure statement may be required. - Probationary (or trial) period may be required. **Qualifications**: **WHAT WE ARE LOOKING FOR** **Minimum Qualifications**: **For GS-11 Grade Level**: A. You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the **GS-9 **grade level in the Federal service performing at least **three (3)** of the following: - 1.) Providing detailed knowledge of Equal Employment Opportunity (EEO), Affirmative Employment and Diversity and Inclusion regulations, policies and procedures (i.e. Civil Rights Act of 1964, Age Discrimination Act, The Americans with Disabilities Act (as amended), Rehabilitation Act, etc.). - 2.) Preparing narrative reports, letters and other written materials. - 3.) Conducting projects to solve problems through systematic fact-finding, analysis, and consulting efforts. - 4.) Providing advice and guidance to employees and managers regarding EEO and related processes and programs. - **OR** B. Must have three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester or 27 quarter hours will satisfy an academic year of graduate study. **NOTE**:Must submit transcript(s). - **OR** C. Must have a combination of experience and graduate education as described above. **NOTE**:Must submit transcript(s). - **For GS-12 Grade Level**: You must have one year specialized experience to perform successfully the duties of the position.
