**Key responsibilities**:

- Strategic and operational leadership
- Develop and implement scalable processes for end-to-end foreign worker recruitment, placement, and aftercare.
- Establish and enforce policies to ensure CEI compliance, licensing, data protection, anti-trafficking, and fair hiring practices.
- Set performance targets, monitor KPIs, and drive continuous improvement initiatives.
- **CEI administration and compliance**:

- Obtain, maintain, and renew CEI credentials; ensure ongoing CEI compliance across activities.
- Prepare and submit required documentation to authorities; maintain audit-ready CEI records.
- Liaise with government agencies on licensing, audits, and reporting obligations.
- Maintain ethical recruitment standards, transparent fee structures, and avoidance of exploitative practices.
- Develop and nurture relationships with employers; provide consultation on compliance and staffing solutions.
- Oversee onboarding, visa processes (where applicable), and contract administration with clients and legal advisors.
- Support worker welfare initiatives and address grievances in collaboration with relevant teams.
- **Operations and process optimization**:

- Design, implement, and continuously improve SOPs for recruitment, documentation, payroll liaison, permits, and post-placement support.
- Ensure robust record-keeping, data protection, and handling of sensitive information.
- Oversee office administration, HR operations, vendor management, and facilities.
- Financial management
- Develop budgets, pricing, and fee schedules aligned with regulatory requirements; monitor invoicing and collections.
- Coordinate with finance on payroll-related matters; manage cost controls and profitability targets.
- Risk management and compliance
- Identify and mitigate regulatory and operational risks; implement internal controls and compliance training.
- Conduct internal audits and coordinate external audits as required.
- People management
- Lead, mentor, and develop administrative and recruitment staff; recruit and onboard new team members as the business grows.
- Foster a culture of service excellence, ethics, and client-focused delivery.
- Reporting and governance
- Prepare management reports on recruitment activity, CEI compliance, financial performance, and risk metrics.
- Present updates to founders/board; participate in strategic planning discussions.
- Stakeholder engagement
- Build networks with industry associations, government agencies, and potential partners to support growth and compliance.
- Qualifications and experience
- Education:

- Diploma or other recognized equivalent in Business Administration, Human Resources, Law, or related field (or equivalent experience).
- Experience: 5-7+ years in recruitment, immigration/visa processing, compliance, or HR administration; CEI experience is highly desirable.
- Knowledge: Strong understanding of CEI requirements, Singapore MOM regulations, data protection, anti-trafficking and ethical recruitment practices.

**Job Type**: Contract
Contract length: 12 months

Pay: $1,800.00 - $5,800.00 per month
