**Role**:

- Identify and develop new business opportunities, particularly within the public sector, statutory boards, and government agencies.
- Build and maintain long-term relationships with key stakeholders and decision-makers in government organizations.
- Proactively pitch recruitment and manpower services to new and existing clients.
- Maintain a strong pipeline of leads and track progress using CRM tools.
- Monitor GeBIZ for relevant tender opportunities and RFPs (Request for Proposals).
- Coordinate and prepare documentation, quotations, and proposals for GeBIZ submissions.
- Ensure timely submission of bids and compliance with tender requirements.
- Liaise with internal teams (legal, finance, operations) for accurate and compliant responses.
- Manage the full recruitment lifecycle from job briefings, sourcing, screening, and shortlisting to offer management.
- Maintain a strong network of qualified professionals across different domains.
- Provide market insights, salary benchmarking, and talent strategies to clients.
- Maintain high service levels and ensure satisfaction through regular feedback and check-ins.

**Requirements**:

- Minimum 2-3 years of full-cycle (360) recruitment experience.
- Proven success in new business development, especially in the government or public sector.
- Familiarity with GeBIZ portal, including bid submission processes and documentation.
- Strong communication, negotiation, and interpersonal skills.
- Self-motivated, results-driven, and capable of working independently.
- Excellent organizational and time management skills.
- Prior experience in staffing is required
- Prior experience in staffing with government clients is highly preferred.
- Able to strive in a KPI driven model.
- Background in IT or engineering recruitment is required.Diploma or Degree in Human Resources, Business Administration, or related field.
