Fuel Farm Management
**Job Summary**:
The Senior Executive (AGSS/BFI/DSR) develops Standard Operating Procedures (SOPs) in accordance to safety and other regulatory requirements and ensure fuel farm operations are compliant. He/She resolves customer issues, coordinates maintenance plans, and proposes corrective actions to optimise fuel quality and quantity. He identifies risks and potential business disruptions and develop plans to resolve breaches. He is also responsible for developing capability of staff through on-the-job training, mentoring and coaching.
The Senior Executive (AGSS/BFI/DSR) has sound knowledge of the various fuel farm operational processes, including military and commercial aviation ground support operations. He is able to multi-task and manage resources to resolve issues within a tight time frame. Moreover, he possesses excellent communication, customer orientation and decision-making skills to oversee staff training, allocation and retention matters.
**Job Responsibilities/Key Tasks(External)**:
**Conduct fuel farm operations**
- Raise fuel quality issues and propose corrective actions
- Review reports from scheduled testing of fuel
- Develop operational plans for loading and unloading of fuel
- Review daily fuel transactions and stock closing and conduct investigation if fuel gain/loss exceeds prescribed tolerance
- Provide forecast on fuel demand based on customer's inputs
- Develop operational plans for top up of refueller
- Develop operational plans for aircraft defueling and refuelling
- Develop operational plans for fuel bridger and aviation specialised vehicles (ASV)
**Perform maintenance operations**
- Ensure that scheduled preventive maintenance is carried out in a timely manner on Government Furnished Equipment and Government Furnished Property
- Propose maintenance action plans for in-house facilities and vehicles
- Plan housekeeping schedule
- Resolve discrepancies for stocktake of Government Furnished Equipments (GFE), Government Furnished Property (GFPs) and in-house equipment
**Ensure operational excellence and compliance with quality and safety standards**
- Identify quality, safety, security risks and potential business disruptions, and develop plans to mitigate identified risks
- Plan and prepare briefing content including safety knowledge and new safety requirements
- Organise and review agenda for monthly ops, deployment exercise and safety meeting
- Review quality and safety reports and investigate QHSSE lapses to recommend possible action plans as part of safety conversation
- Plan for internal audits and provide support to external auditors
- Develop Standard Operating Procedures (SOPs) to meet regulatory requirements
- Supervise compliance of operations with data governance and cybersecurity policies
**Manage customer experience and relationships**
- Coordinate customer complaint management activities
- Review monthly management reports to RSAF and STARS HQ
- Conduct customer surveys
**Contribute to continuous improvement**
- Develop digitisation roadmaps of business unit
- Identify opportunities for business improvement
**Manage people, finance and organisational development**
- Develop learning roadmap for team's required competencies and qualifications
- Facilitate initiatives to improve operational efficiency
- Raise purchase requisition for goods and services
- Monitor timely security clearance of staff
- Verify HR operational claims (e.g. OT, transport)
- Identify Scope of Work (SOW) required for tenders
- Facilitate department's retention efforts
**Job Requirements**:
- Class 4 and/or Class 5 Driving Licence and/or vocational/Forklift Licence is an advantage
- Proficient in MS Office Applications / Microsoft Power Platform Applications
**Professional Qualifications & Relevant Experience**:
- Diploma / Degree in any business / engineering or related field
- Min. 3-5 years of relevant experience
- Prior experience with Aviation Industry preferred
