Instrument & Control Lead

**Overview**

The Project/Civil Engineer is responsible for supervision and monitoring of the civil construction and commissioning of YTLPS 600MW CCGT Project in Jurong Island. You will be assisting the Project Manager/Site Manager in ensuring the effectiveness of work management at the site throughout the whole project period.

**Key Responsibilities**:

- Oversee field instrumentation works, including installation, termination, and testing of transmitters, control valves, analyzers, and actuators.
- Supervise the installation and integration of DCS, PLC, SCADA, and associated automation systems. Proficient with industry-standard DCS and PLC platforms widely used in power generation, including CENTUM, Ovation, Symphony Plus, Experion, PCS 7, and Allen-Bradley.
- Review instrumentation designs, P&IDs, loop diagrams, cable schedules, and control panel layouts.
- Act as technical liaison between client representatives, EPC contractors, vendors, and control system integrators.
- Ensure adherence to HSE standards during commissioning activities, particularly in energized and live areas.
- Develop and modify control logic, interlock sequences, and functional descriptions to meet process requirements and design intent.
- Support cybersecurity compliance and configure secure remote access solutions in alignment with project IT and OT policies.
- Lead commissioning and troubleshooting of automation systems (DCS/PLC/SCADA) for power plant operations.
- Supervise loop checks, signal testing, and I/O validation in coordination with instrumentation and control vendors.
- Coordinate closely with process, electrical, and mechanical teams during system integration, startup, and optimization.
- Optimize control loops (PID, cascade, feedforward, APC) for boilers, HRSGs, and steam turbine operations.
- Troubleshoot complex automation and instrumentation issues to ensure system reliability and performance.
- Perform and oversee FAT and SAT activities for automation and instrumentation packages. Prepare and maintain as-built documentation, test reports, loop folders, and updated control philosophies.
- Participate in audits and ensure compliance with local regulatory standards (e.g., EMA, BCA) and international norms (e.g., IEC 61508/61511).

**Competencies**:

- Experienced with industry-standard DCS and PLC platforms commonly used in power generation, such as CENTUM, Ovation, Symphony Plus, Experion, PCS 7, and Allen-Bradley.
- Skilled in combustion control, BMS, boiler protection systems, emission monitoring (CEMS), and turbine automation.
- Knowledge of communication protocols: Profibus, Modbus, OPC, IEC 61850, Ethernet/IP, HART.
- Familiar with SIS and functional safety standards (IEC 61508/61511).
- Competent in engineering tools: AutoCAD, EPLAN, OSIsoft PI, VBA scripting, Microsoft Office Suite.

**Qualifications**:

- Bachelor’s Degree in Industrial Automation, Electrical Engineering, or equivalent.
- Minimum 15 years of relevant experience in I&C commissioning and automation in power plant projects, with proven leadership experience. Competencies:

- Experienced with industry-standard DCS and PLC platforms commonly used in power generation, such as CENTUM, Ovation, Symphony Plus, Experion, PCS 7, and Allen-Bradley.
- Skilled in combustion control, BMS, boiler protection systems, emission monitoring (CEMS), and turbine automation.
- Knowledge of communication protocols: Profibus, Modbus, OPC, IEC 61850, Ethernet/IP, HART. - Familiar with SIS and functional safety standards (IEC 61508/61511).
