**What the role is**
- Assist the Institute Director of IPAM to: - Provide strategic leadership to deliver the Institute’s goals in line with College’s vision, mission, and strategic priorities. - Provide insights as part of the College’s Senior Management Team to shape the College directions and plans with the aim to position the College as a future-ready Centre of Learning for the Singapore Public Service. - Establish and form strategic partnership with key stakeholders and customers to support the Institute’s work. Understand policy directions, trends and challenges in the specific domains and translate these needs into effective learning and development solutions to build Public Service capabilities. - Collaborate with policy stakeholders, public sector agencies to cultivate CSC’s external network of resource persons in the associated fields. - Oversee the design development and delivery of a range of learning interventions, from practitioner research, consultancy projects, development and/or refresh of competency frameworks, to delivering learning events or materials/e-learning. Continually review, rationalize and build upon the suite of IPAM’s programmes and interventions relating to the relevant domain areas. - Lead and manage a team of learning and development specialists with direct oversight of Institute’s suite of programme delivery.

**What we are looking for**
- Likely to possess at least 15 years of relevant working experience, mostly at the senior management level with good appreciation of the Public Service operation context and good contacts/networks within the Public Service. Experience and expertise in a specific domain and/ or experience in Learning & Development will be advantageous. - Excellent interpersonal, networking and relationship building skills and able to engage senior stakeholders - Has an intrinsic interest in teaching and grooming officers. - Business acumen with a strategic and analytical mind, with strong ability to execute operational plans. - Strong socio-political sensitivity with good knowledge and understanding of Singapore’s principles of governance, policy imperatives, and public administration systems.
