Budget Analyst

**Duties**: This position involves a **multi-grade career ladder**. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. **Major Duties**: - Conducts limited studies and analyses to develop required data and information for reporting purposes; and prepares administrative reports. - Reviews short-range budgetary and program requirements to assure their conformance with established agency policies and the intent of Congress. - Evaluates operating plans for reasonableness of workload, obligations, and outlay data. - Ensures that monthly and yearly trends are reflected in the operating plan and recommends any necessary adjustments. - Prepares documents needed to process budget estimates and writes reports that detail the purposes for which funds were obligated and expended. - Performs analyses of budget requests, prepares justification statements, and compiles data to be used for forecasting obligations. - Reviews, edits, and consolidates annual budget estimates for assigned organizations and programs into a single budget request. - Reviews initial budget submission to ensure that planning guidelines are followed and the estimates for the non-medical financial assistance programs are in line with long-range planning targets. - Reviews actual obligations, outlays, and workload levels to highlight potential operating and financial problems and takes appropriate action when necessary. - Performs other related duties as assigned. **Work Schedule**:Full-Time Employment: Mon - Fri 7:00am - 3:30pm **Recruitment & Relocation Incentives**:Not authorized **Financial Disclosure Report**: Not Required **Requirements**: **Conditions of Employment**: - Selective Service Registration is required for males born after 12/31/1959 - Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences. - You may be required to serve a probationary period - Subject to background/security investigation - Selected applicants will be required to complete an online onboarding process **Qualifications**: **Minimum Qualification Requirements for GS-7**: - Rank in the upper one-third of your class in the college, university or major subdivision. - A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. - A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. **Substitution of Education for Specialized Experience**:Possess at least one full year of graduate level study, or possess a master's or higher degree etc., in a field that provided the knowledge, skills, and abilities to do the work of the position. (TRANSCRIPTS REQUIRED) -OR **Specialized Experience for the GS-7**:Possess at least one year of work experience in principles, concepts, and methodology of budget formulation to review, edit and consolidate budget estimates from an organization and to adjust data in related forms and schedules; performing functions associated with the operating system and software capability to manipulate data, performing queries and producing reports equivalent to the GS-5 grade level in Federal service. -OR **Combination of Education and Specialized Experience**:Possess a Combinations of successfully completed graduate level of education and experience as described above to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level.
