Budget Analyst

**Duties**:
**THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION**
This position involves a **multi-grade career ladder**. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds

Duties include, but may not be limited to the following:
**Budget Formulation**:

- Prepares budget estimates and justifications; interpreting 0MB directives and circulars, agency VISN policy, and regulation.
- Edits budget submissions for reasonableness, accuracy and conformance with procedures and guidelines.
- Participates in analyzing and validating funding received from headquarters and the VISN office.
- Participates in the development of formulas or approaches for distribution of the hospital budget.
- Plans and directs budget related training sessions for the Medical Center and the clinics.
- Prepares necessary directives and training materials for planning, preparation, execution, and control of the hospital's budget program.

**Budget Execution**:

- Analyzes and evaluates the effect of program plans and budget issues.
- Reviews historical data of how funds were utilized.
- Monitors control point expenditures in relation to planned levels including salary control points.
- Prepares reports of analyses, making recommendations for remedial action.
- Maintains the distribution funds to services and operating officials; reviews expenditures against plan; ensures compliance with personnel salary and ceiling restrictions.
- Projects costs, analyses workload and trends for possible adjustment in the plan.
- Analyzes and makes recommendations on requests for funding adjustments.
- Analyzes usage of funds and prepares cost Comparisons.
- Serves as the primary source for technical information, advice and assistance to the Medical Center staff, Payroll, HR and the section's staff.

**Budget Reporting**:

- Provides periodic reports and other financial data gathered from data systems.
- Provides information to staff within the facility that will assist them in making financial and staffing decisions as well as accurately report on resource utilization.
- Accounts for preparation, publication, and accuracy of biweekly, monthly, quarterly, annual, and special budgetary reports or analysis as requested by local management, VISN office and VHA Headquarters.

**Work Schedule**:Monday - Friday, 8:00 am - 4:30 pm

- Physical Requirements: The work is primarily sedentary in nature, being performed while seated at a desk. Occasionally, the Budget Analyst may carry working files, reference books, and similar items to or from other offices, conferences, or the local records storage area.

**SUBSTITUTION OF EDUCATION GS-9**: having a masters, or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related? (One (1) year of full-time graduate education is the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, eighteen (18) semester hours will be considered as satisfying the one (1) year of full-time study requirement). **_(TRANSCRIPT REQUIRED)_**
