**Responsibilities**:

- To manage the contracts of the services engaged by Rail Facilities Management Department so as to ensure that the agreed terms and conditions are complied with and contracts are timely renewed
- To develop methodologies to appraise the system performance and reliability maintained by the department
- Oversee organizational contract development and management activities, and enforce organisationsal principles of integrity and compliance
- Assure accuracy of contract technical text and attachments
- Establishment criteria and coordinate with engineers in-charge for tender evaluation
- Monitor tenure of contracts and plan for tender calling with Rail Supplies Management (RSM) so as to ensure timely award of contracts
- Review contractual performance of contractors to ensure compliance with terms and to identify contracts or changes requiring resolution at contract renewal
- Review contractual performance and recommend improvement to the contract terms and conditions to motivate contractors to enhance their performance
- Review the system performance and engage the contractors with the department engineer in-charge to improve the contractor and system performance
- Highlight to the engineer-in-charge of the contract when there is deviation to the agreed terms and conditions
- Monitor invoices/budgets against contracts and mitigate cost overruns
- Develop and manage contractor audit plan with department engineers in charge to ensure contractors provide quality service
- Provide contract administrative support to the engineers in executing the contracts, including approval for payments, variation to contract
- Develop methodologies to appraise the performance of systems maintained by the department and recommend follow up plan to enhance the performance and reliability of the systems
- Assist in departmental budget preparation, monthly accrual, expenditure/budget analysis
- Be coordinator of ISO standards (ISO 9100 and ISO 55001) and Business Continuity Management (BCM) for the department and participate in the audit and certification
- Coordinate and manage operational audits with internal and external stakeholders (i.e. authority like LTA) of the organisation
- Develop recommendations and reports based on audits and presenting these ideas to Head of Rail Facilities Management
- Manage NRFF renewal/Enhancement, funding and disposal
- Digitalise the maintenance tracking, operations reporting, capture key information for system performance review and improvement toward conditional maintenance
- Custodian for Rail Facilities Management engineering systems, e.g. Rail Corrective Maintenance System (RCMS)
- Collate and prepare departmental monthly report
- Review of procedures and work instructions

**Requirements**:

- Degree in Engineering / Building Services / Facilities Management or equivalent
- Preferably with at least 4 years of relevant working experience in building and/or building services maintenance management
- Possess good interpersonal, communication and leadership skills
- A team player
- Self-motivated and resourceful
- Responsible and dependable
- Able to identify colors
