Summary

**Job Description**:
Administrative- Assist FDOM with the management and supervising of flight dispatchers.- During MFDO’s absence or when delegated by the MFDO / DROC, coordinate with the regulatory authorities as and when required and with any other third party vendors and service providers with regards to the flight dispatch operations and it’s functions.- Assist FDOM with investigations during occurrence event.- To provide ad-hoc guidance and support to duty dispatchers during irregular operations.- Assist FDOM with occurrence investigations and support staff as required.- Act as a close link between management and flight dispatch team, maintain a healthy environment for the team and develop an excellent workforce.- Assist FDOM during delivery flights from Airbus/Boeing.

Flight Planning- Closely monitor the daily flight planning activities and ensure highest level of safety, accuracy and quality is maintained during flight planning as per CAAS regulations and company policies.- Ensure flights released are in compliance with the statutory and regulatory requirements by setting up guidelines and procedures conforming to the Company policies.- Issue guidance and instructions to the team with regards to flight planning, departmental procedures, administrative instructions as and when required via bulletins.- Prepare and maintain a dispatch memo/ bulletin for the respective fleets.- Conduct monthly mandatory checks for flight plans to identify errors trends and potential gaps.- Maintenance of the flight planning system data.- AIP and NOTAM monitoring to ensure flights are not affected and if required, provide retime or reroute options.

Sectional Administration- Responsible for the monthly roster for the respective dispatch team and Processing of overtime payments, Maintaining leave records via Workday system according to MOM policies.- Conduct annual performance appraisals for all team members.- Responsible for assessing Flight Dispatchers’ proficiency and competency, in accordance with IATA Operational Safety Audit (IOSA) requirements in carrying out their duties and to keep Flight Dispatch Manager (FDM) updated as required.

Overflying Permits- Assist FDOM to manage all overflight clearances for scheduled and non-scheduled company flights.-
- Ensure all approvals are secured well in time to avoid any impact on scheduled or ad-hoc flights.- Ensure all slots/Permits are secured during delays/disruptions.- Maintain all records and documents of secured seasonal overflying permits in repository.

Flight support functions- Conduct audits as and when requested by FDOM or DOC- Support any ad-hoc payload studies / Performance studies when assigned by FDOM / DROC.- Any other task within flight dispatch operations as assigned by FDOM or DROC.- Training- Flight dispatch training and team management- Keep track of all training’s expiries for all flight dispatchers & currency is maintained as per published ANR guidelines and Scoot Company Policies.- Maintain flight dispatch certificates for all active dispatchers.- Update and maintain individual training files for the dispatch team. Provide training and guidance with regards to the company policy and SOP’s to all flight dispatchers.- Support cross-fleet training

Job Requirements:
- Preferably a Degree in related field.- Completed CAAS’ approved Dispatch Training or possessed ICAO/FAA Aircraft Dispatch License (desired but not essential).- Good knowledge of LIDO Flight Planning system operation, database administration and policy setting.- Conversant in LIDO Flight Planning System would be distinct advantage.- Good knowledge of Microsoft Office (WORDS, EXCEL, POWERPOINT).- Strong organizational and planning skills.- Strong leadership and analytical skills.- Good time management skill, organized methodical and systematic approach to problem solving.- Minimum 5 years' Flight Dispatch Experience or minimum 3 years' working experience in Route Planning position.- Good experience in change management, establishment of operational policies and procedure.
