The Technical Specialist
- Road Safety is a full-time position based in Singapore that will report to the Regional Deputy Director - Asia (Road Safety). This Singapore-based role will support the management of 40+ staff in the region, the coordination of over 200 million USD of public health programs related to injury prevention, and serve as a key part of a dynamic fast-paced team working to save lives throughout Asia.

The Technical Specialist will be responsible for providing support to the Regional Deputy Director (RDD), on all functions related to Vital Strategies Road Safety efforts in Asia. S/he fosters a culture of accountability and customer service. S/he must be courteous, have a professional approach towards staff and be able to operate with a high degree of confidentiality.

**Responsibilities**:

- *Note: No previous road safety or injury prevention experience is needed, although it would be a plus. Similarly, public health experience is not needed, but would be a plus.Diplomacy and government relations:

- Work directly with governments to implement and coordinate a large scale complex multi-stakeholder initiative
- Build and maintain relationships with government stakeholders and program partners

Program coordination:

- Monitor program performance in Asia
- Facilitate coordination of staff under the public health programs in Asia
- Provide guidance and maintain frequent communication with program partners
- Participate on regular calls and in-person meetings with government officials and program partners
- Facilitate team meetings and status update meetings with partners as required
- Supervise team of public health professionals across Asia and identify ways to meet targets effectively
- Work closely with RDD to remedy all financial and performance issues to ensure smooth implementation of program activities
- Ensure that all activities conducted are in compliance with policies between city involved and Vital Strategies

Grantee coordination:

- Review and provide feedback on grantee proposals, and provide assistance on other selection procedures
- Organize and maintain all documents related to grant process and grantee activities

Conflict management
- Mediate conflict between diverse stakeholders
- Analyse, identify and respond to program challenges
- Closely monitor and notify RDD of matters that may need urgent attention

Program Management:

- Project cycle management
- Personnel management
- Budget, finance and expense management
- Information and knowledge management
- Prepare meeting agendas, organise meetings and distribute minutes
- Provide administrative tasks to city teams as required

Report writing:

- Write weekly, monthly, semi-annual, and annual reports
- Other reports as needed by management

Other:

- Work closely with government focal points to realize the successful implementation of the chosen intervention
- Develop, jointly with focal points, project goals, budgets, timelines, and milestones
- Monitor progress toward milestones and objectives, and compile data and narrative accounts of accomplishments
- Coordinate and support technical assistance provided by Vital Strategies
- Supervise country-based consultants and secondees, as necessary
- Lead stakeholder meetings and deliver presentations, as needed
- Conceptualize, lead, and manage regional workshops
- Help gather information for potential publicity opportunities
- Respond to information and assistance requests from management and the donor
- Identify, surface, and troubleshoot bottlenecks and delays
- Assist with other Vital Strategies duties as specified by the Regional Director
- Support efforts for coordination and collaboration among VS programs across public health in the APAC region as assigned.

Ability to travel locally and internationally as needed

**Qualifications**:
Education and degree
- Graduate degree in relevant field such as public health, public policy, public administration, Master’s degree or relevant experience in the field of study will be added advantage

- Ability to plan and execute program activities with high level of accuracy and timeliness
- Excellent interpersonal, leadership and team building skills
- Proven ability to concurrently handle multiple tasks for multiple projects
- Ability to work with cross-cultural and cross-functional teams
- Strong written communication skills able to write concisely in professional business English
- Excellent communication and relationship building skills with an ability to work with a variety of internal and external stakeholders
- Analytical mindset with strong attention to detail

- Knowledge of Project Management tools and methods is a plus
