Roles, Tasks & Responsibility
- Interfaces with EPCI contractor to ensure adherence to the approved HSSE Plan & Procedure (e.g. Permit to Work (PtW), Job Hazard Analysis (JHAs) and Safe Work Procedures (SWP))
- Monitors safety performance of the EPCI construction work and report back safety audit and intervention outcome (e.g. Unsafe Act/Unsafe Condition (UA/UC))
- Implements the HSSE & SP Plan at Site to secure Project’s Goal ZERO.
- Proactively supports and embeds Project’s Goal ZERO for HSSE at Site, e.g. through Site safety surveillance, Tool Box Talk, etc.
- Acts as Authorised Person for HSSE at Site.
- Supports and challenges the Site Management Team to build an authentic leadership culture to deliver Goal Zero and Respect for People.
- Monitor offshore contractor to ensure that project safety, health and environmental requirements are met.
- Participate in Offshore contractor planning meetings, risk assessments, toolbox talks, safety meetings, etc.
- Monitors performance of work, coach and encourage Offshore contractor personnel to achieve an acceptable safety, health and environmental performance.
- Maintain good relationships with Offshore contractor management and personnel. Where necessary intervene to stop work where appropriate HSE standards are not met.
- Liaise with Company representatives at Site to improve effectiveness of the overall Team.
- Participate in any incident investigations, site audits or safety committees with follow up and close out of recommendations.
- Maintain close links with HSSE Lead, Construction Lead and Construction Lead for advice, information and policy.
- Ensure timely reporting of incidents and close out of audit actions and incident recommendations.
- Facilitate safety initiatives, campaigns, training and sharing of good offshore practices in the organisation.
- Conduct internal audits of Risk Management, Permit to Work, Process Isolation, Safety Override System and Toolbox Talks including addressing of observations.
- Monitor, review and audit all aspects of the offshore facility/vessel operations to ensure HSSEQ standards are met, hereunder defining recommendations for improvement.

Reporting Relationship
- Reports to CSR at Site.
- Functionally, he reports to HSSE Lead.

Risk Management
- Proactively engages the EPCI Contractor to manage and mitigate HSSE risks that impact HSSE, Quality, cost and schedule.
- Acts as Risk Owner for all HSSE risks at Site.
- Responsible for identifying and implementation of risk mitigation measures for HSSE issues at Site.

Interface Management
- Ensures that HSSE efforts with the EPCI Contractor is coordinated such that work interfaces and HSSE issues are closely tracked and expediently closed out to safeguard HSSE, cost and delivery schedule.
- Acts as the Project HSSE Focal point at Site.

Pre-requisites

1) General (all HSE Inspectors)
- Strong HSSE inclination a must.
- Ability to communicate effectively both verbally and in writing.
- At least 5 years as a qualified HSE Inspector.
- Past experience as Site HSE Inspector or similar a must.
- Past experience on International Offshore Construction projects an advantage.
- Possess all necessary HSE qualifications to meet Singapore Regulatory Requirements.

2) On Pipelay, SBM & Trenching Vessels
- Past experience on offshore installation vessels an advantage.
- Familiarity with diving and ROV an added advantage.

3) Onshore/Landfall
- Past experience onshore construction projects a must.
- Past experience working at Shell Bukom an added advantage.
