Business Analyst

**Business Analyst (Business Transformation)
A Business Analyst (Business Transformation) is required to:

- Formulate, refine and fulfil the organisation’s digitalisation, data and knowledge management strategies;
- Manage the business requirements and functional solution aspects of the project;
- Analyse the organization needs, scope the problem and develop a business case to address the problem;
- Document requirements, source and evaluate alternatives, and recommend solutions that best meet the organization needs;
- Work with the organization users to ensure smooth deployment and adoption of new solution
- Perform business analysis (business transformation)

a. Business Transformation: Identify stakeholders, work with various stakeholders to:

- Gain a good understanding of the business processes in organization;
- Explore and drive the implementation of technologies and ICT solutions to help transform business processes for greater organisation effectiveness and improved citizenry’s experience; and
- Put in place control mechanisms to mitigate risks and ensure compliance with the Government’s IM8 and organization ICT security policies and Standard Operating Procedures (SOPs).

b. Business Analysis Planning and Monitoring: Identify stakeholders, techniques and processes to manage and track requirements;
c. Enterprise Analysis: Refine and clarify business need, define solution scope and develop business case;
d. Elicitation: Explore, identify and document business needs;
e. Requirements Analysis: Assess current state, analyse stated requirements of stakeholders and elaborate to sufficient detail that accurately defines business need within specified scope;
f. Solution Assessment and Validation: Source and evaluate alternatives to identify solution that best fits business need, identify gaps, and determine workarounds/changes to the solution. Assess deployed solutions to see how well they met the original need;
g. Ops-tech Integration: Work with the infrastructure and operations team to ensure the proposed IT solutioning can operate well and comply with the organization and Government’s Technical Architecture and SG-TRM;
h. Manage conflicts, issues and changes to ensure stakeholders and project team remain in agreement on solution scope,

i. Communicate and manage expectations of stakeholders

**_Professional Qualifications _**
- Tertiary Education in relevant fields
- Business Analysis certification (Certification of Competency in Business Analysis (CCBA®), Certified Business Analysis Professional (CBAP®)) or an equivalent certification will be an added advantage; and
- Any other relevant professional certifications.

**_Skill Set and Experience _**
- At least 3 years of hands-on experience in full project development life cycles;
- Analytical, conceptualisation and problem-solving skills;
- Ability to model business requirements in business process modelling tool;
- Ability to perform qualitative, quantitative and root-cause analysis;
- Pro-active, resourceful and self-motivated to innovate and take smart risks to achieve business goals and customer satisfaction ;
- Ability to facilitate discussions/workshops to elicit, manage and prioritise key business needs;
- Ability to take a broad, strategic perspective as well as drill deep to understand business needs and challenges;
- Results and customer oriented;
- Team player with strong organization and people handling skills; and
- Good communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders.
- Additional Requirement _
- Knowledge in one of the following areas will be added advantage: ARIS Modelling tool, Agile Methodology, Business Process Reengineering, Customer Relationship Management, Data Analytics, Digital and Mobile Technologies, Knowledge Management;
- Knowledge of Singapore Government procurement and ICT governance processes will be an added advantage;
- Knowledge of the Government IM8 policies will be an added advantage;
- Knowledge of design thinking and workshop facilitation will be an added advantage;
- Knowledge of SharePoint, UiPath RPA tools and python programming will be an added advantage; and
