Engineer/executive Engineer

**[What the role is]**

The Waste Management Division (WMD) regulates the waste management industry and is responsible for the implementation of key initiatives under the Zero Waste Master Plan, to achieve an efficient and sustainable waste-to-resource management system in Singapore.

The Waste Collection Department (WCD) under WMD administers the Public Waste Collection scheme, regulates General Waste Collectors, implements Pneumatic Waste Conveyance System and Code of Practice requirements and carries out enforcements against breaches of legislative and licensing provisions, to ensure that waste is properly collected for disposal or recycling.

We are seeking motivated individual who is interested in the management of General Waste Collectors and enforcement against general waste collection offences. Your scope of work will include but not be limited to:

- Review and administer the regulatory requirements and licensing of General Waste Collectors, including the Progressive Wage Model (PWM) for the Waste Collection sub-sector
- Manage the licensing regime for General Waste Collectors and ensure compliance with the regulatory requirements and licensing conditions
- Review the training needs for the waste collection industry as part of the implementation of the PWM for the Waste Collection sub-sector
- Investigate general waste collection offences and put up recommendation reports for enforcement
- Manage public feedback and enquiries on general waste collection, including conducting site inspections to understand the issues in detail
- Engage multiple stakeholders, including licensees, premises managers and owners, and members of the public on issues related to general waste collection
- Liaise and co-ordinate with various agencies and stakeholders on issues related to general waste collection, including the review of waste management plans and determine whether waste collection equipment provided for major events are sufficient
- Resource person and work with IT developers for managing the in-house software system and related enhancements
- Perform checks and verifications of inspection documents for waste collection vehicles and equipment submitted by licensees through in-house software system
- Resource person and work with multiple stakeholders, to review and evaluate technical specifications of waste collection standards
- Perform data analysis and generate reports for supervisors
- Assist with other ad-hoc work, projects and events as assigned

- Degree in Environmental Engineering
- Resourceful and able to work independently

- Possess good time management skills to manage a range of work tasks with specified timelines
- Relevant skills and experience such as field enforcement and conduct of investigations will be advantageous
- Have knowledge on the mechanisms work for waste collection vehicles and equipment used in Singapore will be advantageous.
- Meticulous, detail-oriented and analytical
- A team player with good verbal and written communication skills.
- Able and willing to work outdoors, weekends and after working hours, when required
- Interest in waste management and environmental issues
- Flexible, adaptable, and ready to respond to operational changes
