**What the role is**
- HTX Central Procurement Office (CPO) is the central procurement agency for MHA and HTX, responsible for the procurement process of all MHA and HTX requirements using MHA’s Home Team-wide enterprise system (aka iLMS) and GeBIZ, a Government Electronic Business System, where suppliers and revenue tender bidders can interact with the Government for procurement and revenue tender activities. iLMS is a SAP- based system for managing operations in the domains of logistics, procurement, and finance. The iLMS will interface with GeBIZ to interact with the suppliers for procurement and revenue tender activities.
**What you will be working on**
- The Procurement System Operation Team within CPO is the business domain owner for the Procurement Module in iLMS as well as the system account administrator for all Procurement IT Systems. The successful job holder will report to Deputy Director and Head (Procurement System Operation), CPO and will be responsible for the following areas:
1) Functional Support. Ensure availability of the procurement IT systems to support operational procurement activities for MHA and HTX.
This includes:
- Troubleshoot Procurement IT system issues which could be data, process, configuration, or integration related with the respective internal stakeholders as well as outsourced vendors who are responsible for the provision of helpdesk services and the maintenance of the Procurement IT systems.
- Escalate performance and functional issues to the stakeholders and the outsourced vendors.
- Conduct test plans for user acceptance testing for new functionality and defect resolution within the Procurement IT systems.
- Support Deputy Director and/or Head in any other ad hoc initiatives/projects related to the continuous enhancement of the Procurement IT systems, automation and digitalization of procurement process.
2) Administrative Support for CPO
- Assign roles and user access levels.
- Addition and deletion of users.
- Maintenance of approval workflows.
- Promulgate System notifications.
**What we are looking for**
- Possess a tertiary qualification
- Strong interest in technology and technically savvy
- Prior experience in managing procurement IT system especially GeBIZ and/or SAP-based procurement system is a plus
- Knowledge of procurement processes preferred
- Ability to troubleshoot system issues
- Good organisational, analytical skills and ability to prioritize
- Good interpersonal skills
- Able to manage workload and focus on priorities
- Good team player
- Good written and communication skills
- Proactive, impactful and reliable individual with the ability to work and deliver in a fast-paced environment
All new appointees will be appointed on a two-year contract in the first instance.
