Lead Commissioning Engineer

**Purpose**:
Applies expert engineering knowledge and seasoned project / site experience to support the successful commissioning of any project in Company business areas (FPSO/FSO/TLP) including hull/topsides/mooring facilities right from preparation phase to execution phase.

**Duties and Responsibilities**:
**Develop & Reviews Commissioning deliverables**:

- Systems, sub-systems boundary drawings
- Systems, sub-systems list
- Systems interdependency network
- Commissioning man hrs estimate
- Commissioning execution schedule
- Commissioning Handover Manual
- PTW / LUN / LOTO procedures
- Commissioning procedures
- Lube oil schedule
- Commissioning spares schedule
- Commissioning testing equipment & Tools list
- Consumables & bulk materials schedule
- Man power mobilization plan
- Vendor call out plan
- Third-party verification / inspection call out plan
- Integrity leak test plan
- Participate in Engineering Reviews and Engineering Validation Activities including but not limited to HAZID, HAZOP, Studies, Operability, Front Loading Commissioning in design, SCE’s and Performance standards in Commissioning Procedures.
- Develop Onshore and Offshore Commissioning Procedures for Process Systems and supporting Mechanical Systems / Thermodynamic requirements for Combined Cycle systems.
- Attend FAT, as required
- To support in developing project deliverables as per project & client requirement
- Travel to offshore project sites and perform offshore commissioning / assist facility startup, as required
- Prepare & Review of company development work methodology / procedures.
- Carry forward the Company HSEQ policies / requirements to the team and meet overall HSEQ objectives in all projects / feedback results to corporate HSEQ team.
- Participate in Project meetings.
- Perform duties as per directives of reporting authority.
- Develop Facility performance test procedure in accordance with contract requirement.
- Perform Risk assessment for the commissioning scope, conduct toolbox meetings
- Ensure to supervise Technicians to carry out commissioning activities in a safe and controlled manner in accordance with site procedures and PTW requirements
- Manage discipline and cohesive environment in the office. Monitor / Guide all commissioning engineers/assistants/administrators.
- Day to day Planning of work, Manage schedule & targets of the project as required.
- Identify and manage resource requirement to meet schedule and targets.
- Prepare and maintain commissioning records of site observations, testing processes and checklists
- Responsible for verification and close out of all Safety critical elements associated with the package.
- Ensure all regulatory and statutory testing and requirements are performed and records are maintained.
- Coordination of functional testing of commissioned systems and engaging the Operations Team when and where needed
- Execute pre-commissioning and commissioning as per procedure and sign-off respective documents with Client representative for system closure.
- Prepare timely and accurate technical report for management and a reference for future.
- Experience in offshore plant startup and stabilization and able to provide Operations with technical support throughout start-up, stabilization and performance testing
- Lead the team to perform Start-up at offshore following the strat-up procedure, stabilization and performance testing.
- Interact with other engineering department for obtaining engineering and specific vendor documents & details.
- Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members
- Ability to problem solve with or without the guidance of senior leadership
- Ability to set priorities and meet deadline
- Report development requirements of engineers / office facilities. Give feedback to reporting authority for improvements as required.

**Qualification and Requirements**:

- Bachelor Degree in Engineering (Process or Chemical) with 14 to 17 years work experience (or) Master Degree in Engineering (Process or Chemical) with 12 to 15 years work experience with minimum of 10 years work experience in onshore/offshore Oil & Gas area or FPSO line(s). Also Diploma in Engineering with 17 to 20 years work experience (making the equivalent to degree) can also be considered.
- Specialist knowledge of at least Three Company or related project line.
- Ability to define concepts of completion process.
- Have proven project experience and skills within the field of Testing, Pre-commissioning, Commissioning execution and startup at offshore
- Experience in design of FPSO’s including FEED, detailed design, construction, commissioning & start-up phase.
- Experience of High Capacity Process Production Systems and EPCIC to handover to operations.
- Experience in Complex Gas Compression, Injection, Export Systems and Thermodynamic requirements for Heat Recovery and Steam systems.
