Senior Manager, Digitalisation Programmes

**What the role is**

The team has also partnered with the Ministry of Culture, Community and Youth (MCCY) - Charities Unit (CU) and Tote Board to launch a technology hub for non-profit organisations will be developed to accelerate the digital transformation of the non-profit sector. As a ‘one-stop shop’ for several key Info-Communication Technology (ICT) services, this technology hub for NPOs would make available funding and ICT consultancy services to charities from the Arts and Heritage, Community, Education, Health, Sports and Others sectors. This will be in addition to the current pool of social service charities supported by NCSS’s Tech-and-GO.
Job Summary
The incumbent supports the technology adoption by SSAs and charities, which largely entails driving relevant process/job redesign and/or ready technology solutions that are supported by appointed vendors, for SSAs/charities to tap on and achieve sustainable productivity gains.

**Pre-approval & Green Lane of Tech Solutions**
- Lead green lane of tech solutions: Assess SSAs/charities’ demand, determine base requirements for SSAs/charities, obtain comparable quotations from tech vendors and derive funding norms for green lane solutions.

**Needs Analysis and Solutions Scanning**
- Analyse SSAs/charities’ technology needs base on use cases specified;
- Recommend relevant technology for SSAs/charities to evaluate;
- Guide support staff in the database compilation of ready technology solutions;
- Connect the dots and scope process/job redesign and/or ready technology solutions projects to address key pain points prioritised focus areas;

**Account, Project, Change and Grant Management**
- Manage SSAs/charities accounts that includes 1) understand needs of SSAs/charities, 2) address their enquiries and advise them on initiatives that meet their needs, 3) be the one-point-of-contact with SSAs/charities on digitalisation initiatives 4) triage internally with other NCSS colleagues on best digitalisation support that could be extended to SSAs 5) build trust and relationship with SSAs and support them in their digitalisation journey.
- Manage SSAs/charities and consultants on consultancy projects to achieve effective outcome within project timelines;
- Review disbursement requests by appointed consultants

**Networking & Collaboration**
- Cultivate a strong network of partners and stakeholders to contribute to various points of the innovation value chain and the team’s digitalisation initiatives.
- Advocate strategically to internal and external stakeholders to develop a more innovative and productive culture in the sector.

**Seeking Funding & Reporting**
- Seek support from relevant funding sources, and lead procurement of services/products for centrally-led projects;
- Manage and report budget status, project progress and outcomes to funder(s), MSF, senior management and other key stakeholders.
- Support in the funding renewal (where applicable), in collaboration with MSF and other NCSS groups.
- Provide support for audits

- Knowledge of ready technology and social service/public sector will be advantageous

**Experience**:
At least 10 years of experience in digital transformation, digitalisation projects and social service sector/public experience
