**What the role is**
- The Social Support Group (SSP) oversees all policy, planning and delivery of social services for low-income and vulnerable families, including persons with disabilities.
The Operations Planning (OP) division under SSP develops the operations policy for ComCare schemes and MSF-funded social services for lower-income or vulnerable individuals and families (including the homeless, the destitute, the elderly). It also provides support to Social Service Agencies in managing complex cases, particularly those with Systems Issues i.e. families or individuals who are unable to meet the criteria of government assistance schemes. In addition, it helps SSP for manpower & capability development as well as risk management.
**What you will be working on**
- As part of the operations policy team, you will formulate and review operations policies to guide the administration of ComCare assistance schemes, and effect them through consultation with stakeholders and system enhancements as appropriate.
- Work closely with other divisions within MSF to develop and review operations policy to guide the implementation of ComCare Long-Term Assistance and Short-to-Medium-Term Assistance schemes (i.e. ComCare schemes)
- Lead system enhancements to implement policy changes as well as inter-agency linkages to facilitate access of low-income groups to other schemes
- Prepare public and internal communication materials to support the smooth implementation of ComCare schemes
- Prepare assessment and recommendation for appeals made by applicants for ComCare schemes
- Undertake policy research, policy communications or data analysis work on a project basis
**What we are looking for**
- Education qualification or work experience related to the social sciences, project or operations management, or other relevant fields
- Systems thinking (considering trade-offs, impact of other policies on own domain)
- Ability to effectively engage stakeholders including government agencies and system developers
- Strong communication (clear thinking, concise writing), analytical and interpersonal skills. A calm disposition and steady temperament will be a plus
- Ability to take initiative and work independently in a fast-paced environment
