Regional Planner Assistant Manager

**Objectives of the Position**

Regional planner for Polyol, Propylene Oxide (PO) and raw materials (RM):

- to ensure efficient and smooth operations and inventory management for System Houses, Polyol plants and Toller in Asia Pacific;
- support basic Polyol sales, cross Business Unit (BU) and cross region demand.
- Regional roles as key representative from Performance Materials Asia Pacific for Propylene Oxide parcel shipment and management

Frequent interaction and collaboration with global counterparts i.e.

HK, Europe, US as well as other regions and business units to assure effective operations throughout the supply chain.
- Strengthen and support Regional Business Unit (RBU) to achieve Supply Chain (SC) performance KPIs and manage supply chain process in planning, sourcing, production, delivering at the most efficient way.
- Drive and lead new process or process improvement across RBU functions, local SCM, sales and all the stakeholders.

**Main Areas of Responsibilities and Key Activities
**Regional Propylene Oxide Planning**
- Consolidate, review and validate demand forecast of Propylene Oxide from Polyol production plants, Toller and cross BU demand. Manage distribution plan with alignment to PO contract and demand.
- Liaise closely with GBPO, shipbroker, supply source on cargo, readiness, volume and vessel nomination; optimize freight rates through efficient vessel space planning.
- Closely monitor vessel schedule to ensure smooth RM supply and avoid risk of tank top/tank bottom; react promptly and effectively to any crisis (including Force Majeure)
- Propylene Oxide (PO) order management coordination including timely invoice of PO pipeline transfer, Purchase order issuing to supplier and complete shipping documents to be sent to Polyol production plants and customers after vessel departure.
- Daily pipeline PO validation and invoice accordingly.
- On time demurrage calculation review, validation, and claims; follow up on payment schedule and settlement.
- Ensure on-time payment for PO purchase, freight, demurrage, nitrogen expenses, SGS surveyor fee etc.
- Work closely with Global Procurement team for PO swap or 3rd party purchase/ sales.
- Key contact for all PO related supply chain activities, parcel planning and management.

**Regional RMs Planning**
- Consolidate, review and validate demand forecast from System Houses and Polyol Plants, sales, cross BU, cross region demand. Align the stock, incoming & consumption with inventory level and finalize the distribution plan.
- Consolidate, review and submit the short & mid-term raw materials forecast to suppliers (Internal & External) for Production sites on monthly basis.
- Timely submission and supply feedback of short and mid-term RMs forecast
- Align demand and supply at regional level.
- Manage exceptional situations including supply shortage. Plan and work closely with local SCM/ Product Manager/ Segment Manger/ Commercial Manager/ Procurement for allocation based on priority, transferring of materials from other plants or purchasing from alternative suppliers.
- Attend to planners/ local SCM/ sales enquiry on material availability and SC matters.

**S & OP Process**
- Manage demand and supply network planning process and related value chain scope according to S &OP process and calendar
- Review S &OP performance and drive improvement with all stakeholders
- Lead and chair Pre-S&OP meeting of Propylene Oxide and actively contribute in monthly meetings. Prepare minutes meeting, action items and Pre S &OP meeting slides.
- Oversee demand and supply on the regional level. Monitor and balance the following area according to defined KPIs: sales forecast, inventory target, customer service level, planning quality, schedule adherence, production promises etc

**Inventory management including HOI/Aged stock**
- Manage inventory KPI, review the inventory status on regular basis
- Initiate and lead stock optimization actions includes redeployment, sell-off, write-off
- Implement and monitor distribution network program
- Control processing of material movement, ensure quality and cost-effective way
- Provide required input for inventory analysis (Day 5 Inventory analysis) and target setting.
- Aged stock/ HOI Management
- Analyze aged stock for regional management meeting
- Leading the aged stock discussion during monthly supply review meeting
- Manage age stock KPI, review and propose decision include deployment, sell-off or write off if any

**Return/Non-Conformance Management (NCM)**
- As an investigator/ coordinator for logistics complaints and ensure non-conformance investigation closure within timeline.
- Manage return process and settlement due to NCM.

**Others**
- Support process harmonization/standardization across all countries in Asia Pacific
- Review, validate and submit the vessel space forecast to logistics procurement including yearly demand for tender process.
