**What the role is**

**What you will be working on**
- Job Scope: a. Consolidate Home Team’s multi-year manpower resource plans for development of operational capabilities to tackle future challenges; b. Prioritise MHA’s manpower resources allocation amidst a tightening manpower situation c. Co-ordinate closely with HTDs and HRD to have a well-rounded understanding of operational requirements and organisational needs, as well as to drive integrated manpower planning. d. Work closely with MOF on issues relating to Manpower Management Framework (MMF). e. Evaluate resource requests from HTDs and providing detailed recommendations for Manpower Evaluation Committee’s (MEC) endorsement and PS’s approval. f. Formulate and review manpower control policies / measures to ensure effective allocation of limited manpower resources. g. Ensure MHA's manpower management measures and processes are applied effectively to control manpower growth and utilisation. h. Monitor MHA’s manpower optimisation projects and deployment of its resultant savings to tackle new areas of need. i. Evaluate Approval for Requirement (AOR) papers for HTDs, namely MHQ, HTX and CNB; and j. Monitor MHA’s staff strength to ensure MHA does not exceed its annual manpower cap. Key Deliverables: a. Timely reviews of MHA's existing manpower policies to ensure that they remain relevant b. Detailed and timely assessment of MEC and AOR proposals c. Necessary trade-offs in the allocation of resources across and within the Home Team Departments (HTDs) d. The necessary above-block support from MOF to meet unanticipated and external demands e. Critical analysis of our national manpower landscape and any manpower management changes imposed by MOF, and how these would impact MHA's overall manpower demand and supply.
