Senior Manager/ Manager, Data Governance

The Health Promotion Board (HPB) is working towards a 5-year Precision Public Health (PPH) strategy to deliver more personalised and engaging lifestyle programmes to sustain holistic health habits at the population level. This will in turn translate to better health outcomes and reduced disease burden for Singapore through increased scalability and reach of impactful programmes, informed by deep understanding of individual’s health and wellness needs.

Recognising the efficacy of big data and artificial intelligence in optimising insights and outcomes for public health, CDOO is taking a proactive role to support the implementation of advanced analytics and data science to transform programme delivery and facilitate an evidence-based, data-driven approach to programme evaluation.

To deliver on the PPH vision, HPB seeks to offer citizens access to an integrated and holistic health journey personalised to their individual motivations and progression, delivered at the right time through the right touch points. To achieve this, HPB is setting up a new national-scale Data Science System, that leverages the rich retrospective and prospective individual level data amalgamated across diverse HPB programmes and research platforms to deliver personalised interventions and messages to drive different behavioural changes. Data science and machine learning models will be developed by HPB’s vendors in collaboration with HPB’s analytics team and HPB’s partners to recommend relevant lifestyle challenges, interventions and nudges based on defined use cases, individuals’ profiles and health risks over time through HPB’s frontend platforms such as the H365+ app.

HPB’s CDOO serves to advance the data-driven, evidence-based and citizen-centric approach to health promotion through state-of-the-art best practices in data management and internationally-recognised governance standards to maximize data quality and promote safe usage of data. It does so through the Data Operations and Architecture Department and the Data Governance & Compliance Department.

**Overview of the Data Governance & Compliance Department**

The Data Governance & Compliance Department is tasked to define and implement data management strategies for HPB. As the custodian of HPB’s data, we play a pivotal role in the provision of secured environments and processes to ensure that data is stored, processed, and distributed safely. We work closely with other HPB departments to cultivate a culture of good data management and with other government agencies and strategic partners in initiatives to benefit citizens.

We are looking for a dynamic, enthusiastic, and passionate individual, with strong communication, analytical and stakeholder engagement skills, coupled with data governance and/or data protection experience, to join us on this pioneering journey to shape and transform the way programmes are delivered to citizens.

**What you can expect**
- Reviewing, interpretating and formulating data standards, data access policies, data sharing frameworks, business processes, procedures and guidelines, and provisioning the required tools to support the implementation of effective Data Governance within HPB
- Collaborating with relevant internal stakeholders to structure data sharing arrangements for data to be accessed, used and shared legitimately with appropriate data protection safeguards put in place
- Acting as the main liaison for related Data Management Instruction Manual policy questions from other Governmental Agencies
- Leading the provisioning of related Data Management operational services such as facilitating the approval of data access, maintaining Data Management webpages, conducting annual Data Management Quiz, monitoring, tracking and reporting of quiz participation rate and results, submitting Data related KPIs, GeoSpace access review, metadata submission via Government’s Data Vault services and update and maintenance of related Data Management forms, training materials, etc
- Reporting the progress and outcomes arising from the implementation of HPB’s data strategy
- Driving, monitoring and reporting the implementation of related Data Security programmes within HPB
- Work with internal teams and vendors to support and perform related data compliance checks, review, and report to report compliance findings to HPB Senior Management Team
- Leading the preparation of materials to update senior management on the progress of the Data Strategy and Data Governance programmes in HPB and surface issues and challenges for collective deliberation and decision-making
- Work with and mentor interns to support various projects and initiatives

**Be Part of the Team**:

- Relevant qualification in Computer Science, Engineering, Business Analytics, Business Management, Law or Information Management with experience in data science from a recognised university. Professional certifications in data governance, data analytics, business analytics or re
