**What the role is**
- Developing, reviewing and updating MPA’s overall concept of operations, operational structures, processes and workflows in the management of disaster, maritime emergencies and security contingencies.
- Actively explore processes or potential technology solutions to overcome gaps, limitations, and challenges.
**What you will be working on**
**Requirements Gathering**
(in order to understand operations requirements including capabilities and capacity of various stakeholders in the eco-system)
- Appreciate Mission, Prevailing Situation, Assigned Tasks
- Lead staff meetings to identify Gaps/Issues, Dilemmas, Options and Tradeoffs with relevant stakeholders
- Develop Broad Concept of Operations (CONOPS) and Associated Ops Cost
- Staff submission to senior management for their approval of CONOPS and key requirements
**Development of Solution**
- Develop Ops Plans for Mission Delivery
- Explore technologies and system-based solutions to fulfil ops requirements
- Work with other clusters/divisions to design and develop supporting systems
- Work with key stakeholders to identify roles and responsibilities as well as promulgation of workflows and processes to achieve assigned tasks
- Develop and validate Standard Ops Procedure (SOP) via exercises to drive high readiness and tight coordination between agencies
- Design Training roadmap and work with relevant agencies to develop syllabus to build core competencies
**Operationalization of Solutions**
- Conduct of exercises to validate effectiveness of ops plans
- Conduct debriefs and After-Action Review (AAR) to identify issues and insights - ensure plans remain updated and relevant
- Do Tech-watch and incorporate relevant concepts and technologies to enhance ops efficiency and effectiveness
**Coaching and Mentoring**
- Coach and develop teams to reach full potential
**What we are looking for**
- At least 15 years of working experience in Operations Management including 5 years in Crisis and Change Management.
- Familiar with Capability Development and Project Management; preferably those with Security and/or Supply Chain background.
- Knowledge of Maritime Singapore and experience in dealing with emergency and contingency planning. Those with Data Analytics and System/Design Thinking would have an added advantage.
- Strong analytical, interpersonal and communication skills
- Able to lead and motivate teams
- Good command of English and writing skills
- Strong planning and organising abilities
- Able to frame issues clearly and concisely leading to development of relevant and useful concepts
- Good negotiation and organizational skills; able to lead multi-disciplinary teams and external stakeholders to actualise concepts and fulfil intended outcomes
- Able to leverage on data to develop empirical-based models for appreciation of system effectiveness and aid in decision making
