**Job Description**:
Human Resources Dept
- Effectively manages the Human Resource & Administration staff.
- Develops a HR strategy and related action plans relevant to a Club environment to ensure that human capital needs are promptly attended to.
- Leads the development of department goals, objectives, and systems. Provides leadership for Human Resources strategic planning.
- Establishes HR departmental measurements that support the accomplishment of the Club's strategic goals.
- Manages the preparation and maintenance of reports to carry out the functions of the department effectively.
- Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
- Develops and monitors the Annual Operations and Capital budgets.
- Provides recommendations and reports which assist Management in decision-making and understanding the needs of organisational development;
- Ensure the Club's payroll complies with statutory requirements and meets deadlines and reporting requirements, including annual tax e-submission;
Recruitment
- Establishes and leads the recruiting and hiring practices and processes to recruit and hire a superior workforce.
- Leads the interviewing for executive and assistant management positions and serves as part of the interview team for the final round.
- Mentors and coaches the HR/Admin Executive, Generalist to participate in interviews for non-Executive positions.
- Conducts the Onboarding for new hires.

Manpower Planning
- Participates in the Annual exercise and prepares the Headcount Budget and manages the Budget to optimize manpower.

Performance Management
- Manages and executes the Annual Performance Framework in accordance with the Club’s policy and timeline.

Compensation & Payroll
- Executes the approved salary structure and compensation policy, and oversees the variable pay systems within the Club including bonuses, salary increases/adjustments and promotions.
- Monitors all pay practices for effectiveness and cost containment.
- Checks and approves monthly payroll and variable performance bonus and submissions to CPF Board.
- Leads competitive market research to establish salary benchmarking practices and salary bands to recruit and retain superior staff.
- Participates in the Ministry of Manpower salary survey.
- Monitors best practices in compensation and benefits through research and available products.

- Obtains cost-effective, employee-serving benefits ; and monitors the national benefits environment for options and cost savings.
- Leads the communication of benefits to employees.
- Recommends changes in benefits, especially benefits aimed at employee satisfaction and retention.

Human Resources Information System (HRIS)
- Manages the HRIS with the assistance and support of the Human Resources team.
- Ensures integrity of employee data;
Training & Development
- Provides an innovative learning environment for employees to maximise their potential.
- Leads the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs.
- Establishes a Training Plan to address employees’ training needs including a training needs assessment.
- Assists managers with the selection of external training programs.
- Monitors the corporate training budget. Maintains employee training records. Measures the impact of training.

Legislation
- Leads the Club’s compliance with all existing governmental and labour and government reporting requirements.
- Directs the preparation of information requested or required for compliance with laws. Obtains approval of all information to be submitted.

Employee Relations
- Formulates and recommends Human Resources policies and objectives for effective employee relations.
- Partners with management to communicate Human Resources policies, procedures, programs, and legislation.
- Determines and recommends employee relations practices and activities/events necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation. Conducts surveys to measure employee satisfaction and employee engagement.
- Coaches managers in providing feedback, recognition, and interacting with their employees.
- Conducts investigations into employee complaints or concerns.
- Monitors and advises managers and supervisors on matters related to the Disciplinary Framework.
- Monitors the implementation of a performance improvement process and plan with non-performing employees.
- Reviews and guides management recommendations for employment terminations.
- Supports the Fire, Life & safety programs.

Industrial Relations
- Reviews and makes recommendations for the renewal of the Collective Agreement and assists the Director, Corporate Services in renewal negotiations.
- Maintain harmonious industrial relations with the Union;
General
