**Responsibilities**:

- Possess sound knowledge of statutory HSE Regulations and Industry HSE standards and ensure their correct implementation.
- Understands the company’s HSSEQ policies, requirements and procedures and the specific HSE requirements for the projects assigned.
- Monitors construction activities of the projects, identifies workplace safety, health and environmental issues and proposes preventive and corrective measures so as to provide a safe and environment-friendly working environment.
- Ensure that HSE communications received from HSSE Manager - Project HSSE Manager such as statistics, safety alerts, are brought to the attention of project site team via posting of such information on HSE Notice boards and discussion at HSE meeting.
- Coordinates inter-related HSSE matters with site team and project team, and Client.
- Monitors the results and quality of JSAs and provide assistance in the implementation ofcontrol measures developed from JSA discussion.
- Regularly inspects the work areas to identify unsafe acts and conditions; advises line-management of areas requiring management intervention as well as on HSE legislative andindustry standards.
- Observes and checks on conditions of subcontractor-operated plant and equipment (e.g.cranes, forklifts) and work with subcontractor to rectify/improve the condition.
- Conducts or ensures appropriate HSE orientation programs in accordance with Project HSSE Plan for site team including vendors/sub-contractors.
- Leads accident/incident investigation and prepares investigation reports factually and timely
- Establishes and maintains emergency response plan for work sites including communicationsand drills.
- As far as practicable, immediately responds in the event of calls for emergency assistance.
- Compiles and prepares safety and health records and reports in respect of the MODECinfluenced sites assigned.
- Applies time management to ensure above activities undertaken according to HSE risks.
- Coordinate Vendor work and commissioning activities with the yard with respect to HSE risks from conflicting work.
- Ensures that the project KPIs from the annual HSSEQ Targets and Goals are achieved and reported.
- Plan and Organized HSE Campaigns and Audit programs Plan and conduct surveillance audit

**Requirements:
- Degree in Occupational Health & Safety/Engineering or its equivalent.
- Min 9 years of progressive experience as a Safety Officer with exposure to the type of work performed on the project.
- Experience as an HSE trainer or coach and in developing general and specific HSE awareness, induction and refresher HSE trainings for site leaders, supervisors and engineers. Experience coordinating HSE tasks, functions and projects in a similar environment.

**Certification(s)**:

- Completed Certification as a Workplace Health and Safety Officer (WHSO) through the Ministry of Manpower, or equivalent/similar for overseas base.
- Must have knowledge of ISO 45001 and ISO14001, internal auditor certifications preferred.
- Hot Work Assessor Certification is preferred.
- Fire Safety Certification is preferred.
