**The Role**

The Program Manager will define and set up the IT landscape through working with Business and IT stakeholders leveraging on the existing systems landscape where possible. He/she will be part of the APAC IT Team that covers Singapore as Regional HQ and 9 other branches and subsidiaries in the Asia Pacific Region (APAC).**Responsibilities**:

- Formulate and set up IT workstream for Wholesale Banking, Private Wealth Banking products and services such as Loan, Deposits, Treasury, Securities Custody and Execution
- Create technology roadmap to meet program objectives, work closely with Head Office, regional business sponsors and IT stakeholders
- Lead program feasibility study, pros & cons of solutioning options to meet the program timelines and seek consensus from stakeholders.
- Establish program plan such as scope definition, schedule, resource allocation, budgeting, implementation plan and quality assurance processes
- Gatekeep and ensure adherence to prevailing Financial and Head Office policies, guidelines, operating processes and project management practices and standards.
- Work with wider stakeholders to explore technical solutions to achieve business objectives and requirements.
- Drive the implementation of regional technology programs to meet strategic or tactical objectives, always looking for standardization opportunities. Develop understanding of various SMBC systems such as at Japan Head Office, regional and country local systems to provide solutions for specific project and lead such initiatives.

- Support the establishing and implementing of project management practices, templates, policies, tools to expand and mature the Program and Project Management capabilities of the IT APAC organization.
- Support Project Portfolio review in the region ensuring alignment with the APAC region's strategic objectives, propose optimal prioritization for decision making by management.
- Participate in key regional meetings and provide updates and align for programs and projects.
- Responsible for program risk assessment to mitigate potential issues and track status and progress.
- Coach, mentor and motivate other Program and Project Managers when required.

**Job Requirements**
- Bachelor's degree in Computer Science or Information Technology min. 15 years of work experience with a bank, preferably in Corporate Banking, Private Wealth and Capital market, etc
- Strong knowledge of banking domain such as Wholesale banking Private Wealth banking products and services such as Loan, Deposits, Treasury and Securities Custody & Execution platform
- Familiar in regulatory compliance requirements for APAC region for banking industry
- Strong technology delivery capability, solution design with project governance framework
- Experience in program feasibility studies, pros & cons for solutioning options, cost-benefit analysis, building consensus amongst stakeholders
- Able to effectively communicate strategic vision and set up complex change programs
- Able to drive strategic regional and global IT programs and negotiations with region and Head Office stakeholders
- Excellent relationship management skills with ability to communicate well with diverse stakeholders' groups through internal consultation and facilitation
- Demonstrable experience leading or managing IT programs in FS domain, above USD10 million budgets
