To perform all roles and responsibilities required of site supervisors under the Building Control Act. Please refer to Annex A for more details on the list of responsibilities for RTOs.
- To carry out site supervision and inspection of the works including any off-site manufacturing as instructed by the Client, PM, SO, SOR and QP to ensure that works are constructed to required quality and accuracy.
- To monitor progress of the works on site and at any off-site manufacturing facilities and ensure that the site programme is in accordance with the approved construction programme. Any deviations from the construction schedule shall be reported immediately to the Client, PM, SO, SOR and QP. In the event of delays, the Resident Technical Officer shall assist the contractors to mitigate delays but without comprising on the quality.
- To ensure and maintain proper updated records of all works done, including records of tests, inspections, status of works, safety, site diary, material and equipment on site, labour, dayworks, provisional quantities, etc and all other records as directed by Building Control Authorities.
- To study the contract documents and drawings and verify if there are any discrepanciesamong the drawings. All discrepancies shall be brought to the attention of the Employer concerned.
- To ensure that all installation methods and material used are in accordance with the contract drawings and specifications, and report to Client, PM, SO, SOR and QP on any materials that are not conforming to the specifications
- To liaise with the Main contractor and the Architect / M&E / C&S Engineer in the checking and approval of shop drawings, catalogues and samples.
- To liaise with the Main contractor in resolving site problems. All problems on site shall be referred immediately to the Client, PM, SO, SOR and QP. The Resident Technical Officer shall issue sketches or directions as and when necessary. All site memos shall be copied to the Employer.
- To ensure that the Main contractor comply with the Ministry of Manpower’s guidelines and recommendations for construction safety and the owner’s in-house safety management system.
- To attend site, progress, variation and coordination meetings and to keep proper minutes of these meetings.
- To follow up and report to relevant Employer within three (3) days for site issues raised during the meetings.
- To manage the team of supervisors on site to ensure that all site activities comply with the regulations and clients’ requirements and supervisors’ overtime claims.
- To ensure that all reinforcement, formwork, penetrations, etc. are finally checked prior to concreting. All concrete pours during office hours and all critical pours even after office hours shall be supervised by you personally (i.e. standing supervision).
- To record collate and file all incoming and outgoing design, shop, construction and coordination drawings. All old construction drawings shall be stamped ‘superseded’ and no checking shall be carried out on the superseded drawings.
- To generate defects list, supervise and monitor progress of rectification works and ensure that all defects are rectified as per Employer’s advice.
- To advise the Employer on the percentage of works completed for the purpose of verifying progress payment valuation, and to check contractor’s claims and variation orders.
- To ensure that the contractors record accurately on drawings, the installation works on site. This is to ensure that the as-built drawings reflect accurately the work that has been done on site. Also to check against the Employer’s drawings and identify and highlight the changes of variation orders so that Employer can direct the contractor to finalise the as-built drawings and to maintain a set of updated drawings on site.
- To check on quality of materials delivered to site and report to Client, PM, SO, SOR and QP of any materials that are not conforming to the specification. And to verify reports and claims submitted by contractors and to certify and sign on Delivery OrdersTo submit daily reports and updates to HDB based on an approved format. This will include and not limited to daily noise meter readings, daily safety and manpower reports.
**Qualification**
- Diploma in Civil/Structural Engineering or an equivalent certificate from a recognized institution/university or acceptable to the Commissioner of Building Control.
- Registered RTO (with BCA / IES / ACES) with Min. 5 years of RTO experience, institutional Project working experience preferred
- Good understanding in construction drawings and specification for Structural and / or Architectural works
Familiar with Singapore Building Control Act and Construction Regulations.
- Good knowledge or experience in several aspects of construction activities
- Experienced in Coordinating Architectural / Structural works with project team
