The role interacts with APAC regional management, is a member of ICRM Sanctions’ Executive Management Team (Sanctions EMT) and a direct report of Citi’s Chief Sanctions Officer.

**Responsibilities**
- Manages specialized teams of independent compliance risk (ICRM) officers responsible for the execution of sanctions program activities. Develops, attracts, and retains talent; recommends staffing levels required to carry out the unit’s roles and responsibilities effectively while establishing and adhering to talent management processes and compensation and performance management programs;
- Regulatory implementations: responsible for understanding the regulatory and industry landscape -and proactively anticipating regulatory change - and industry trends, as well as for implementing new or changes to existing sanctions programs. This includes updating APAC management, escalation to relevant governance forums, preparing documents and strategies to implement new controls, and engaging business stakeholders of areas affected, ensuring the organization is ready for upcoming or expected changes. Proactively escalating issues and proposing solutions, and working on materials to feed the state of compliance reports to the board of directors or Citibank, N.A. And Citigroup inc., or their respective committees.
- Industry outreach and intelligence: identify, assess and benchmark industry practices responsive to regulatory requirements and expectations as it relates to implementing U.S. Sanctions programs, anticipating challenges and shifts to expectations, developing controls that would be industry leading, and upgrading internal policies, standards, and procedures, as appropriate. Also works closely with Apac’s government and public affairs on media alerts, OFAC announcements and inquiries from external parties, as well as emerging risks and related advocacy.
- Risk management participates in the evaluation of high-risk clients, working closely with front line units, AML, GPA and legal, providing credible challenge and proposing solutions on risk mitigation and ring-fencing strategies. Provides advice on large and complex transactions and working with the office of the general counsel of economic sanctions and government and public affairs on conflicts of laws and mitigation strategies. Identifies and escalates breakdowns, issuing compliance monitoring issue reports and working closely with the compliance assurance teams. Works with the anti-money laundering group, including the global investigations unit (GFCII) on negative news and high-profile investigations, including the review of SARS involving sanctions components. As it relates to clients, responsible for the interaction with AML and the front lines to record client conduct that would increase the risk to Citi. Interacts with senior management to raise awareness of sanctions trends, emerging issues, remedial actions; supervises the preparation of materials for the board or relevant management/risk committees of screening related content.
- Stakeholder support and relationships: developing senior management relationships, including with legal entity management focus, inclusive of non-executive directors (where they exist in the jurisdiction), and the CCO as well as product functional and entity/service center line management. Informing senior management and directors of subsidiary boards, and the country/business management of significant compliance matters that require their attention or action. Proactively anticipate and help the business and functions plan for changes in the compliance and regulatory environment in the country. Provide support to compliance programs and country/business management on policy interpretation and “gray area” exposures. Build and maintain strong relationships with other functional leads, including legal, risk management, operational risk management, and internal audit to create a supportive and seamless compliance and ethical control culture and an appropriate conduct risk environment.
- Provides direction to other Citi programs’ sanctions control initiatives, in addition to duties assigned by senior ICRM management which supports the overall sanctions program.

**Qualifications**:

- 10-year Job experience in US Foreign Policy, Banking, Communications, and Managing teams and interactions in large organizations, exercising influence
- Highly motivated, strong attention to detail, team oriented, organized
- Strong executive presence and presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging
- Demonstrated ability to assess complex issues through root cause analysis and other analytical techniques, structure potential solutions, and drive to resolution with senior stakeholders
