As an officer with the Information Planning & Strategy team, you will work in a team to define, develop and drive the strategic communication objectives for the Ministry of Home Affairs (MHA) and the Home Team (HT) to strengthen public confidence and support for the HT in safeguarding Singapore.

**What you will be working on**
- Your job scope will be to:

- Keep pulse on ground sensing and information on issues to support policy and communications strategy decision making and areas for comms intervention.
- Identify potential hot-button issues and plan response and engagement approaches.
- Oversee management of strategic communications grids.
- Develop information operations plans, structure, scenarios and comms plans during a crisis.

Your key deliverables are:

- Identify communications opportunities, recommend appropriate communications platforms and/or mediums, including key messages and narratives for communications and engagement.
- Develop strategic communications plan for key MHA announcements
- Plan and execute red teaming exercises on policies under MHA’s purview and propose recommendations for an effective comms strategy/plan.
- Identify suitable platforms/events for strategic communications functions and messaging.
- Oversee HT calendar of events and coordinate inputs across MHQ divisions and HTDs to produce weekly and monthly grids. This includes overseeing approval of Guest-of-Honour for HT events with MHQ divisions and HTDs and allocation of speeches.
- Work with HTDs and government agencies/ministries to determine various scenarios, develop/review/update HT narratives, internal comms and drawer lines/statements as well as ensure consistency in terms of tone and messaging across WOG.
- Work with HTDs/external agencies to exercise inter-agency crisis comms linkages, structures and processes. Participate in or conduct exercises, both at MHA-level and WOG-level, to exercise crisis comms response plans and follow up on learning points to refine comms plans.
- Carry out research to provide insights, comms observations and learning points on incidents/crises for incorporation into comms plans.
- Conduct analysis of social media sentiments pertaining to the policies and operations of the Home Team and MHA.

**What we are looking for**
- We are looking for officers with the following experience, skills, and qualities:

- Relevant experience in comms work and ground sensing.
- At least 5 years’ experience in media relations, strategic communications or public communications work.
- Independent, open, resourceful and dynamic
- Strong leadership skills
- Team player
- Keen interest in the security climate, e.g. terrorism, security policies and developments, etc
- Excellent command of English language (both spoken and written)
