The Opportunity

We are looking for a motivated and detail-oriented IT Procurement Executive / Officer to join our tprestige client in the public sector. You will play a key role in managing procurement activities for the Departments, ensuring compliance with the Government Instruction Manual on Procurement, Finance Circulars, and prevailing rules and regulations.

This role will give you the opportunity to contribute to the development of procurement strategies, manage tender processes, and work closely with various stakeholders to achieve cost-effective and efficient procurement outcomes.

Key responsibilities
  • Develop and implement procurement strategies to support departments' operational needs.
  • Prepare quotations, tender documents, and manage tendering via GeBIZ and/or internal systems.
  • Monitor procurement activities to ensure timely contract implementation.
  • Advise the Department on sourcing, contract management, and spend analysis.
  • Conduct market trend analysis, cost performance reviews, and apply insights to procurement planning.
  • Identify opportunities for contract aggregation and establish agreements.
  • Develop and monitor procurement plans, contract performance, administration, and renewal.
  • Coordinate procurement audits to ensure governance compliance.
  • Capture case studies and lessons learned to improve practices.
  • Undertake ad-hoc initiatives and projects as assigned.
What we're looking for
  • Relevant Degree /Diploma in Information Technology, Computer Science, or a related field
  • 2-4 years of experience in IT project management and procurement
  • Strong understanding of IT procurement processes and vendor management
  • Knowledge of procurement procedures, standards, and guidelines under the Government Instruction Manual on Procurement, Finance Circulars, and prevailing regulations.
  • Proficient in GeBIZ applications.
  • Proficient in project management tools and techniques
  • Adaptable and able to work in a fast-paced, dynamic environment
