Manager, HR CoE Learning, Leadership Development and Scholarship (2 years contract)

Job Summary

  • Be the cluster's Project Manager for MOH Job Skills and Training (JST) project to ensure the scope and requirements agreed with MOH are met.
  • Be the operations interface across all hospitals/specialty centres/polyclinics within the cluster and MOH.
  • Be the interface for cluster vis-a-vis the other cluster Project Managers.
  • Provide guidance, plan, monitor, and manage funding and resources of the MOH JST project.
  • Oversee the planning, implementation and management of initiatives and solutions (including contingency planning), and provide timely reports of performance updates to ensure objectives of the MOH JST project and key milestones are met.

Main Duties and Responsibilities

A) Operations

  • Manage the MOH JST projects, ensuring that the cluster and workgroups meet target outcomes within the agreed timeline and approved funding.
  • Act as the liaison between MOH and cluster institutions to clarify expectations, outline solutions, and document costs, timelines, and workflows of the MOH JST project.
  • Serve as the direct liaison officer between workgroups, individual institutions, and MOH, helping to triage issues related to MOH JST work.
  • Schedule regular MOH JST project plan meetings (including all healthcare clusters, Workgroup Leads, and MOH), and prepare meeting agendas.
  • Collaborate with Workgroup Leads and stakeholders to develop detailed work plans, project milestones, budgets, and resourcing requirements, ensuring timely and cost-efficient completion of initiatives.
  • Develop tools and best practices for project management, regularly reviewing work instructions and processes for improved efficiency and outcomes.
  • Track, monitor, and report project progress and KPIs to the Project Director/Head of Department, Workgroup Leads, and MOH, flagging issues promptly and making recommendations.
  • Develop resourcing plans and oversee financial budgeting, including annual budget preparation and monitoring budget utilization to operate within approved MOH funding.
  • Resolve issues throughout the project lifecycle, escalating as necessary.
  • Manage project scope carefully, ensuring any changes are documented and approved.
  • Establish best practices for project management and review work processes for efficiency.
  • Develop performance metrics and conduct post-project evaluations to assess success.
  • Archive all project documents upon completion for knowledge management.

B) Mentorship of Staff under the MOH JST project

  • Lead and oversee the operation of MOH JST initiatives and support staff supervision.
  • Provide orientation and guidance to new staff, ensuring familiarity with the project, guidelines, and goals.
  • Ensure staff are trained and equipped to perform their roles, overseeing their development.

C) General

  • Oversee audit activities as required by MOH.
  • Supervise reporting to MOH and cluster management.
  • Manage funding and claim submissions to MOH.
  • Perform any other duties as assigned.

Job Requirements

Education

Bachelor Degree or higher in a related field.

Experience

  • At least 5 years of relevant experience managing complex projects, preferably in people development and training.
  • Experience or exposure to healthcare or hospital operations is advantageous.
  • Meticulous and analytical with strong organizational and coordination skills.
  • Excellent interpersonal and communication skills.
  • Ability to work effectively with multiple stakeholders across different functions, departments, or seniority levels.
