As

prepares for its next phase of growth and a potential
Initial Public Offering (IPO)
, the
Senior Finance Manager
will play a strategic and hands-on role in transforming the finance function to meet
public company standards
.
This position oversees financial management across
engineering, construction, and maintenance projects
, while ensuring robust internal controls, financial accuracy, and compliance with audit and regulatory requirements. The ideal candidate is a dynamic finance leader with a strong background in
construction project accounting
,
corporate reporting
, and
IPO readiness
, capable of driving both operational discipline and strategic financial insight.
Key Responsibilities:
1. IPO Readiness & Financial Governance
- Partner with the CFO and external advisors (auditors, legal counsel, and investment bankers) to prepare Deluge for its IPO journey.
- Strengthen internal controls, financial policies, and reporting standards to meet
Singapore Exchange (SGX)
and
IFRS
compliance requirements. - Support the preparation of financial statements, prospectus documentation, and due diligence for
pre-listing audits and filings
. - Lead initiatives to establish
SOX-equivalent internal control frameworks
, ensuring audit readiness and data transparency. - Collaborate with senior management on
valuation modeling, investor relations data
, and financial disclosures.
2. Strategic Financial Planning & Business Partnering
- Drive
budgeting, forecasting, and long-term planning
aligned with Deluge's expansion strategy and IPO growth targets. - Develop
financial models and scenario analyses
for new business lines, regional expansion, or capital investments. - Provide financial insights and business partnering support to project, engineering, and operations teams.
- Support
strategic decision-making
by analyzing project margins, risk exposure, and capital structure optimization.
3. Project & Construction Finance
- Oversee all financial aspects of
M&E (Mechanical & Electrical)
construction projects, including cost control, billing, and cash flow management. - Ensure accurate
job costing, progress claims, and percentage-of-completion revenue recognition
(in accordance with IFRS 15). - Monitor project-level profitability and advise management on
cost overruns, change orders, and margin improvements
. - Develop standardized project finance reporting dashboards for
real-time visibility
into cost, revenue, and cash flow performance.
4. Cash Flow, Treasury & Working Capital Management
- Manage company-wide cash flow to ensure adequate liquidity for ongoing projects and pre-IPO capital requirements.
- Optimize
working capital cycles
by tightening credit controls, managing collections, and negotiating favorable vendor terms. - Support debt management and banking relationships for project financing or growth capital.
- Prepare
cash flow forecasts
and monitor covenant compliance with lenders and investors.
5. Financial Reporting & Compliance
- Lead the
monthly, quarterly, and year-end close processes
, ensuring accurate and timely financial statements. - Prepare
management reports, board packs, and investor-ready financial analyses
. - Coordinate with external auditors, tax advisors, and regulators to ensure compliance with all statutory and reporting obligations.
- Implement continuous improvements to
ERP systems, accounting processes, and data integrity
.
6. Team Leadership & Development
- Lead and mentor the finance and project accounting teams to strengthen technical capabilities and compliance awareness.
- Promote a culture of
accountability, integrity, and performance excellence
across the finance function. - Support organizational readiness for
public company culture
, including training staff in governance and financial transparency.
Qualifications & Experience:
Education:
- Bachelor's degree in Accounting, Finance, or related discipline (required).
Professional Certifications:
- CPA / CA / ACCA
- Additional qualifications such as CFA or PMP are advantageous.
Experience:
- Minimum
8–12 years of progressive finance experience
, including at least
5 years in the construction, engineering, or M&E contracting industry
. - Proven experience in
IPO preparation
or having worked in a
listed company environment
. - Solid background in
construction accounting
,
job costing
,
contract billing
, and
revenue recognition
under IFRS 15. - Demonstrated success in building
financial systems, audit readiness, and internal control frameworks
.
Technical Competencies:
- Proficiency in
ERP systems
(SAP, Oracle, or construction-focused platforms such as Viewpoint or Procore Financials). - Advanced Excel and
financial modeling
skills. - Strong understanding of
Singapore financial regulations, SGX requirements, and corporate governance frameworks
