Crew Management
- To draft the crew contract, sign it, and make sure each crew member has a valid, MLC-compliant SEA
- To process PV for prompt crew salary/dues payment and to examine/verify the crew salary payroll.
- To guarantee complete adherence to STCW/MLC regarding crew pay/welfare, medical attendance, crew changes, P&I, and insurance
- To guarantee that the D&A policy is followed, start the o/b alcohol test and maintain documentation.
- To collaborate with other departments and management to help organise the annual crew seminar
- To keep an eye on and validate the o/b Cash account (MCS) and set up the CTM in a cost-effective manner.
- To maintain and update a database on the crew pool
- To guarantee that the ISM-recommended staff appraisal system is used and that records are kept
- To collaborate with Marine on any incident involving crew members, NC, or NM, and make sure that the appropriate steps are done to close it in accordance with ISM.
Crew Resource Management
- Assemble sufficient crew resources and manning agencies in accordance with the plan for fleet expansion and development, and make recommendations for additional crew resources and manning agencies.
- Keep track of the competent staffing agency pool with a current staffing agreement.
- Work with Marine / Technical to carry out an annual audit of the staffing companies and maintain documentation.
- Build a strong rapport and cooperative connection with the Manning agency through frequent communication and site visits/teleconferences.
- Keeping an eye on the calibre and effectiveness of the crew that Manning provides, keeping track of any subpar or underperforming crew, and making sure that the appropriate action is made to address the issue and enhance Manning services.
- To prepare PV for prompt settlement and to monitor and validate the manning fees on a monthly basis. Any disparities must be resolved and adjusted.
- Keep an up-to-date crew pool standby list of the Mannings, and make updates to it as needed, on a regular basis.
Crew Manning
- Planning for crew staffing in accordance with management/owner specifications for newly constructed buildings and vessels under management
- Crew relief plans and/or management requirements inform crewing operations and crew change planning for fleet vessels.
- Keeping an eye on everyday crewing difficulties, responding to requests from the crew, and working together to find solutions.
- To confirm that all crew members who have been hired or engaged have followed the ISM systems' selection and engagement processes and criteria and are suitably qualified, competent, and in possession of all necessary certifications, flag COEs, CORs, and documentation.
- Crew onboard performance should be routinely observed and documented.
- To organise, coordinate, and guarantee that a crew change is carried out in a safe, efficient, and cost-effective manner with the least possible negative impact on the vessel's commercial operations.
Crew Training & Pool building
- Collaborate with the Marine/Tech department to determine the necessary training for new ship types, systems, MECs, dual fuels, and regulations, and arrange for the training to be delivered.
- To collaborate with Marine/Tech and oversee the execution of the regular training, which includes the o/b training and the pre-joining briefing/familiarization
- Must develop a cadet training program and work in tandem with the captain, marine, and tech to successfully complete the training in order to develop one's own crew pool.
- To collaborate with the Manning, Marine, Tech, and China offices to hire competent, experienced officers and educate non-gas officers to become gas tankers
- To develop the ETO+G/E pool by implementing or enhancing the ETO training program.
Cost Management
- Sensible staff cost management and control to reduce expenses and achieve the crew cost KPI
- Together with Tech/Marine, establish a uniform staffing scale for the fleet's vessels and enforce tight personnel controls.
- Keeping a careful eye on fleet operations, working in tandem with commercial activities, and strategically scheduling crew changes at the most convenient port in a way that minimises costs
- Optimise the personnel mix in the most economical manner while maintaining high standards of safety and effective shipboard operations (lumpsum, C + Ind ratings).
- To put the EO+CG dual function program into practice in order to save personnel costs and improve operating efficiency
- To minimise and tightly regulate personnel overlap, as well as to optimise the crew matrix.
Requirements:
- With excellent communication and organising abilities
- With a minimum of three years' worth of management and crew recruitment expertise.
- It is preferable to have crew resources.
- Good at communicating in English, both writing and speaking, and has a strong sense of cooperation.
- Understand the pertinent national and international laws, agreements, rules, and policies that apply to the flag state.
- Has expertise in human resource management and ship safety management.
