Responsibilities

  • Direct reporting to Group HSE Manager.
  • Manage and maintain the Group HSE Management System certified to OHSAS 18001:2007.
  • Lead the development and implementation of HSE programs, policies, and inspection/audit schedules across all entities including worksite at Pulao Bukom and Jurong Island.
  • Monitor compliance with legal and regulatory requirements and provide regular updates to subsidiary companies.
  • Provide leadership and direction to the Group HSE team.
  • Lead incident and accident investigations in coordination with department heads and ensure timely reporting.
  • Oversee the Emergency Response Team during major incidents and coordinate post-incident recovery efforts and case studies.
  • Plan and conduct monthly HSE training sessions across all entities.
  • Conduct safety induction courses for all new employees and contractors.
  • Organize and drive annual Safety Promotion Campaigns and initiatives to enhance HSE awareness.
  • Conduct regular inspections of workshops, yards, and job sites to identify substandard practices, potential hazards, or unsafe conditions.
  • Report findings and recommend corrective actions to Workshop Managers and relevant supervisors.
  • Ensure contractors' tools, equipment, and machinery meet statutory legal requirements prior to mobilization.
  • Serve as the Secretary of the Group HSE Safety Committee and prepare meeting agendas and minutes.
  • Liaise with internal stakeholders and provide HSE guidance to all subsidiaries.
  • Ensure timely closure of monthly safety observations across the Group.

Requirements

  • Degree or Diploma in Occupational Safety & Health, Environmental Engineering or related field.
  • MOM Registered Workplace Safety and Health Officer.
  • Minimum 5 years of relevant experiences in Construction & Oil/petrochemical Industry.
  • Candidate should be dynamic, self-motivated, proactive and result oriented.
  • Effective communication skills including verbal presentation and technical writing skills.
  • Proficiency in MS Office applications, relevant safety and health legislations, Singapore Standards, Codes of Practices, and guidelines.
  • Knowledge in established and implementing safety & health management system.
