We are looking for an experienced and proactive Project Manager to lead subsea cable laying projects for offshore wind and subsea infrastructure in the Asia Pacific region. The Project Manager will be based in Taiwan, serving as the regional hub to coordinate engineering, marine operations, and client stakeholders. He/ she must combine technical expertise with strong management skills, along with good communication, leadership, and problem-solving abilities to navigate complex engineering environments and multi-party coordination. Additionally, a keen awareness of safety and regulatory requirements, as well as financial management skills, are essential.
The ideal candidate would have a proven background in subsea engineering projects (power cables, telecom cables, or subsea umbilicals/flowlines) and strong project leadership experience in offshore or marine environments.
Project Leadership
- Lead and manage end-to-end subsea cable laying projects, including engineering reviews, tendering, vessel mobilization, offshore execution, and project close-out.
- Act as the main point of contact for clients, ensuring alignment on scope, schedule, and commercial deliverables.
- Coordinate with engineering, procurement, marine operations, HSE, QA/QC, and external contractors to ensure technical, safety, and quality standards are met.
- Prepare and manage detailed project plans, budgets, schedules, and risk assessments, with strong focus on cost control and timely delivery.
Technical Expertise
- Familiarity with technical requirements of subsea cable laying, including cable types, specifications, installation standards, and safety regulations (e.g., IEC standards, local maritime regulations).
- Ability to read and interpret technical drawings, blueprints, and route design plans.
- Knowledge of engineering disciplines relevant to subsea work, including electrical engineering, basic civil engineering, and cable route design.
Leadership & Communication
- Provide strong leadership to guide cross-functional and offshore teams, resolve conflicts, and drive safe and efficient project execution.
- Communicate project goals, progress, and issues effectively to stakeholders at all levels.
- Negotiate with contractors, handle change requests, and ensure contractual obligations are met.
Risk, Safety & Compliance
- Identify and mitigate project risks such as weather delays, offshore safety hazards, or supply chain disruptions.
- Ensure compliance with environmental, safety, and labor regulations across jurisdictions.
- Develop and implement project-specific safety management plans.
Financial & Commercial
- Manage budgets effectively, ensuring optimized resource use and cost control.
- Support business development by providing project insights during tenders and commercial evaluations.
- Oversee procurement strategies and contractor selection to ensure cost-effectiveness and timely delivery.
Requirements
- Degree in Marine Engineering, Offshore Engineering, Naval Architecture, or a related field.
- 8–12 years of offshore/subsea project experience, with at least 3–5 years in a Project Manager or senior Project Engineer role.
- Proven track record in subsea power/telecom cable projects, umbilicals/flowlines, or offshore EPC projects.
- Strong knowledge of subsea installation methodologies, vessel operations, and offshore safety standards.
- PMP, Agile, or equivalent project management certification is an advantage.
- Excellent leadership, communication, and stakeholder management skills in a multicultural environment.
- Willingness to travel regionally and participate in offshore campaigns when required.
