
Global Project Office Enablement Specialist

Position Overview:
- Design and assist to setup global office organization structure and secure key functions to ensure stable operations in Singapore
- Enhance execution by implementing role-based resource planning and deployment systems
- Establish mid-to-long-term Global Project Office (GPO) operating strategies and phased execution roadmap
- Support formation and early stabilization of a field-oriented project execution team
Responsibilities:
- Support the foundational design of the Global Project Office by contributing to the development of its organizational structure, clearly defined roles and responsibilities, governance model, and standardized global operating framework
- Ensure that all structural elements are aligned with business needs and scalable across regions and project types
- Support the coordination between GPO country offices (Amsterdam, India, Brazil, Singapore, Houston, Korea) to ensure consistency in project practices, documentation standards, and communication flow
- Facilitate best practice sharing and alignment of execution principles across diverse regulatory and cultural environments
- Enable effective global resource management by supporting workforce planning, load balancing, and visibility into resource availability across all GPO locations
- Design and implement onboarding programs, tool-based training, and process education to ensure capability ramp-up and consistent understanding across regional teams
- Track key milestones and deliverables related to GPO setup and operational rollout
- Identify pain points in implementation, gather feedback from regional stakeholders, and propose process improvements or corrective actions to enhance effectiveness and adoption
- Support as the key focal point between GPO central leadership and country-level project execution teams, translating strategy into actionable guidance
- Ensure timely, structured communication of priorities, progress, and changes to maintain alignment, transparency, and execution quality
Requirements:
- 10+ years of experience in oil and gas industry within the Project Management function
- At least 3 - 4 years of global/project management experience, preferably as a Project Management Specialist and/or related
- Prior relevant working experience in overseas major shipyard locations (Korea/US, etc.) is highly preferred
- Experience with legal, contracts and marketing affairs in the offshore environment preferred
- Experience in the FPSO/FSO/FLNG sector highly desired
- Experience in Project Management of EPCI projects including work at the yard
- Minimum Technical education at Bachelor Level, Masters preferred
- Proficient in common computer applications with proficient MS Excel skills and Primavera P6 software
- Excellent communication skills, both verbal and written Korean & English in report writing, presentations, diplomacy and assertiveness is required
- Ability to independently prioritize tasks
- Ability to be pro-active and able to work and communicate with all team members and clients in achievement of the above responsibilities
- Knowledge of industry standard Project Management best practices, PMP, AACE standards, etc.
