We are seeking a skilled and experienced accountant to join the Infrastructure Finance section. This role includes taking on financial analysis, projections, and costing of major infrastructure projects and investments and business partnering with stakeholders and cross-functional teams across SGH and SingHealth.

The candidate would work closely with infrastructure offices within the SingHealth cluster in supporting SingHealth's overall assessment on financial sustainability and budget reporting of new infrastructure development projects. Key Responsibilities for this role include:

1.     Design presentations and collating information on MOH funding status, utilisation, and budget for infrastructure projects to apprise Senior Management

2.     Develop and refine financial models through close collaboration with other institutions, business units, and departments, to assess long-term financial sustainability

3.     Involve in capital and operating grants claims, month-end closing activities, and preparation of schedules and financial reports for infrastructure projects and commissioning secretariats.

4.     Ensure timely billing and submission of funded projects claims.

5.     Participate in annual budget exercise and meet deadlines established by the management. Activities include analyzing workplan submissions, propose operating expenditures, review of additional operating expenditure requests from departments and assist in the preparation of budget reports for submission to Management and Group.

Being in the infrastructure section, this candidate should have a good grasp of fixed asset accounting and with understanding of procurement and asset capitalization rules and guidelines. It is expected of the candidate to be meticulous and diligent to facilitate smooth closing processes for both financial and funding reporting.

In tandem to SGH's drive towards transformative and automated processes, the candidate shall actively contribute in process improvements through solutions and initiatives that enhance workflows, support automation, and provide recommendations based on data analytics to address present workflow gaps.

Job Requirement

  • Degree in Accountancy or degree holder (major in Accountancy or Finance) of 4 years' experience with demonstrated competency
  • Team player with self-awareness, resilience, is purpose-driven and adaptable
  • Strong analytical, problem solving and communication skills
  • Preferably with SAP knowledge and well verse with Microsoft application
  • Experience in handling project will be an advantage
  • Familiar with government funding process, from application to claims submission and reporting
  • Experience in financial closing processes and involvement in financial audits
