一、核心职责 Core Responsibilities

  1. HSE体系构建与合规管理 HSE System Development & Compliance Management

  2. 制定并实施符合新加坡《工作场所安全与健康法案》(WSH Act)及ISO 45001/14001标准的HSE管理体系。Develop and implement an HSE management system that complies with Singapore's Workplace Safety and Health (WSH) Act and ISO 45001/14001 standards.

  3. 主导合规性审核,确保企业运营符合新加坡国家环境局(NEA)、人力部(MOM)及民防部队(SCDF)的法规要求(如消防安全、危险品存储许可)。Lead compliance audits to ensure business operations meet regulatory requirements from the National Environment Agency (NEA), Ministry of Manpower (MOM), and Singapore Civil Defence Force (SCDF) (e.g., fire safety, hazardous materials storage licensing).

  4. 风险控制与事故预防 Risk Control & Incident Prevention

  5. 识别作业场所潜在危险源(如高危设备、化学品、施工活动),执行定量风险评估(QRA),制定针对性控制措施。Identify potential hazards in the workplace (e.g., high-risk equipment, chemicals, construction activities), perform Quantitative Risk Assessments (QRA), and develop targeted control measures.

  6. 主导事故/事件调查,应用根源分析法(RCA)形成整改方案,推行"零事故策略"。Lead incident/accident investigations using Root Cause Analysis (RCA) and implement corrective actions, promoting a "Zero Accident" strategy.

  7. 应急管理与业务连续性 Emergency Management & Business Continuity

  8. 设计并维护应急预案,包括疏散程序、危机管理计划(如危险装置MHI的应急响应),定期组织跨部门演练。Design and maintain emergency response plans, including evacuation procedures and crisis management plans (e.g., for Major Hazard Installations (MHI)), and regularly organize cross-department emergency drills.

  9. 担任重大危险装置(MHI)安全案例负责人,负责MHI证书的获取与维护。Serve as the Safety Case Manager for MHIs, responsible for obtaining and maintaining MHI certification.

  10. 培训与文化推广 Training & Safety Culture Promotion

  11. 为员工、承包商提供强制性安全培训(如工前安全会、高风险作业许可制度),强化安全行为规范。Deliver mandatory safety training for employees and contractors (e.g., pre-work safety briefings, high-risk work permit systems) to reinforce safety behavior protocols.

  12. 推动企业安全文化建设,通过数据监测(如安全观察报告)驱动持续改进。Drive the development of a safety-oriented corporate culture through data monitoring (e.g., safety observation reports) to enable continuous improvement.

  13. 跨部门协作与政府对接 Cross-Functional Coordination & Government Liaison

  14. 协调工程、运营部门落实"三同时"原则(安全设施与主体工程同步)。Coordinate with engineering and operations departments to implement the "Three Simultaneities" principle (safety facilities to be designed, constructed, and commissioned simultaneously with the main project).

  15. 作为主要联络人对接MOM、SCDF等监管机构,应对检查并提交合规文件。Act as the primary liaison with regulatory agencies such as MOM and SCDF, handle inspections, and submit compliance documentation.

任职资质要求 Job Requirements

  1. 学历与认证 Education & Certifications

  2. 学历:本科及以上(环境科学、安全工程、化工等)。Education: Bachelor's degree or above in Environmental Science, Safety Engineering, Chemical Engineering, or related fields.

  3. 证书:WSHO执照(必需)、注册安全工程师(优先)。Certifications: Valid WSHO (Workplace Safety and Health Officer) license (required); Registered Safety Engineer certification is preferred.

  4. 经验与技能 Experience & Skills

  5. 经验:5年以上HSE管理经验,需有物流、制造业或EPC项目背景。Experience:Minimum 5 years of HSE management experience, preferably with a background in logistics, manufacturing, or EPC (Engineering, Procurement, and Construction) projects.

  7. 精通新加坡WSH法规及国际标准(ISO 45001/14001)。Proficient in Singapore WSH regulations and international standards (ISO 45001/14001).

  8. 熟练应用风险评估工具(JSA、LOPA)。Skilled in applying risk assessment tools (e.g., JSA, LOPA).
  9. 英语流利(跨国企业需协调亚太区业务)。Fluent in English, with the ability to coordinate across APAC operations in a multinational environment.
