What the role is

As an officer in the Preparedness and Resilience Planning Division, you will be part of a dynamic team in formulating strategies and developing comprehensive policies and plans to anticipate, prevent, and respond to communicable disease outbreaks and public health emergencies. Your responsibilities will encompass developing a Whole-of-Government (WOG) readiness strategy and plan to guide key sectors in developing pandemic preparedness capabilities/capacities to support national resilience towards pandemic. This includes familiarising with the International Health Regulations (IHR) and how our key partners adhere to them. You will be collaborating with these partners to ensure effective response strategies, facilitate operational plan development and mitigate preparedness and response gaps.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

Your key responsibilities will include the following:

  • Strategic Planning: Develop and implement strategies and policies for disease preparedness and resilience planning, including readiness strategies to identify, develop and build up pandemic preparedness capabilities/capacities across the Whole-of-Government, and a robust framework for readiness monitoring and evaluation.

  • Situational Analysis: Synthesize information from a wide range of sources in a complex environment to provide rigorous analysis to guide decision-making and action.

  • Policy Development: Translate findings from readiness evaluations and best practices to guide policy development for disease preparedness and resilience.
  • Coordination and Collaboration: Collaborate with multi-sectoral agencies to ensure a coordinated and effective response to infectious disease threats. This includes planning readiness evaluations and engagement efforts to ensure smooth operationalisation of pandemic preparedness strategies and plans.

What we are looking for

  • Minimally education in public health, epidemiology, infectious diseases, or equivalent or work experience in public health-related field would be an added advantage.
  • Able to work effectively in a team and collaborate with others.
  • Excellent communication skills, both written and verbal, with the ability to effectively communicate complex information to diverse audiences, including policymakers, healthcare professionals, and the public.
  • Strong analytical and problem-solving skills, with the ability to analyze situations and data, assess risks, and develop evidence-based recommendations. Demonstrate strong ability to breakdown complex issues, identify patterns and develop innovative solutions to address the challenges.
  • Ability to work effectively in a fast-paced and dynamic environment, demonstrating flexibility, resilience, and adaptability to changing circumstances and priorities.
  • Commitment to upholding ethical standards, confidentiality, and professional integrity in all aspects of work.

About Communicable Diseases Agency

The Communicable Diseases Agency (CDA) was established in 2025 as a statutory board under Singapore's Ministry of Health (MOH) to serve as the central authority for public health policymaking to manage and control the threat of communicable diseases. This is aimed at strengthening Singapore's public health capabilities built during the COVID-19 response to ensure a unified command and coordinated approach across all situations, from routine disease control to future outbreaks.
CDA safeguards the nation from communicable diseases through disease surveillance, outbreak investigations, vaccination programs, public education, and global health collaboration. Beyond domestic activities, the CDA aims to expand Singapore's global outreach and foster collaboration with international partners.
