i) The Team shall take coloured photographs at each of the DTSS1 shaft and manhole cover (approximately 48), and at approximately every 100m along the alignment to show the presence/absence of construction activities within the DTSS1 corridor. Subject to the Board's approval, the Team may replace photo taking with video recording along sections of DTSS1 alignment where vehicle parking is not possible.
ii) The Team is to identify all new construction sites / construction activities within the DTSS1 corridor during the combing exercise and immediately call the WRN officer-in-charge to report the location of the new construction site and construction activity observed. The Team shall also take coloured photographs of the construction project signboard, construction equipment/machinery, construction activities on site and send to the WRN officer-in-charge. The Team shall also speak to the workers present on site to obtain the site manager's name,contact number and email address, and report to the WRN officer-in-charge.
The Team Lead shall submit a DTSS1 surveillance combing report comprising the coloured photographs mentioned in ii) and iii) to the Board via email within two (2) weeks. The photographs shall come with date and time stamp, and be labelled with shaft names, with lines to indicate the DTSS1 tunnel alignment, and with comments to indicate location of the construction site/type of construction activity relative to DTSS1 tunnel alignment observed. The video recorded during the combing exercise is to be submitted via DVD or other agreed storage media to WaterHub. The Contractor shall note that most of the DTSS1 shafts / manholes are located inside areas with thick vegetation and away from public roads. The Team will be required to park at suitable nearby locations and then travel by foot from the areas where they park their vehicles, in order to reach the DTSS1 shafts / manholes and the areas where construction activities are being carried out. The Team therefore must be physically fit to walk over long distances to carry out the surveillance combing.
