Job Responsibilities:

1. Financial Planning & Budget Management

· Oversee comprehensive financial planning for Singapore and Malaysia entities, including annual budgeting, cash flow forecasting, and cost control.

· Monitor project costs and expenditures against budgets, analyze variances, and propose corrective actions.

· Conduct financial evaluations during the bidding stage, providing project feasibility analysis and risk forecasting.

2. Financial Reporting & Compliance

· Prepare timely and accurate financial statements compliant with Singapore and Malaysia regulations.

· Coordinate local statutory audits, tax filings, and compliance activities, demonstrating proficiency in both countries' tax policies.

· Ensure adherence to relevant construction industry regulations (e.g., Singapore's Building Control Act, Malaysia's CIDB requirements).

3. Treasury & Risk Management

· Manage cross-border fund allocation for overseas projects and optimize strategies to mitigate foreign exchange (FX) risk.

· Oversee accounts receivable (AR) to minimize bad debt exposure.

· Evaluate political, economic, and legal risks, providing financial insights to support overseas business decisions.

4. Cost Control & Project Finance

· Scrutinize project costs and implement real-time cost tracking systems.

· Collaborate with Project Managers to analyze project profitability and recommend cost optimization measures.

· Manage financial instruments (e.g., bank guarantees, letters of credit) to safeguard project funding continuity.

5. Team & Cross-functional Collaboration

· Manage reporting lines and coordination with Group Finance HQ.

· Support Legal and Project Departments on financial aspects of contracts.

· Maintain effective relationships with local banks, tax authorities, and government agencies.

6. Systems & Process Optimization

· Drive financial digitalization initiatives to enhance overseas finance efficiency.

· Develop standardized financial processes ensuring alignment between Singapore/Malaysia operations and Group policies.

7. Additional Responsibilities

· Participate in financial due diligence for overseas branch setup, M&A, or divestment activities.

· Monitor entitlement to project receivables and promptly execute tasks assigned by line management, business unit/project leaders, and senior company leadership.

· Handle ad-hoc contingencies (e.g., financial disputes or claims arising from project delays).

Job Requirements:

  1. Bachelor's degree or above, majoring in finance, accounting or related fields;

  2. More than 10 years of financial management experience in construction enterprises, including at least 5 years of overseas financial management experience

  3. Fluent in listening, speaking, reading and writing English and Chinese;

  4. Only limited to Singapore Citizen or Permanent Resident.
