[What the role is]
The role is responsible for developing, monitoring and evaluating workforce policies that support the social service sector's manpower needs. This role combines strategic policy development with operational execution, ensuring that manpower initiatives are effectively translated from concept to practice, to effectively attract, develop, and retain talent within the social service sector.[What you will be working on]
Workforce Policy Development and Research
Conduct comprehensive research and analysis of manpower trends, labour market conditions, and workforce demographics to inform evidence-based policy decisions. Develop and review policies related to recruitment, retention, career development, performance management, and workforce planning. Analyse workforce data to identify patterns, gaps, and opportunities for policy intervention, and prepare policy papers with recommendations for senior management consideration.
Data Management and Policy Evaluation
Establish and maintain robust workforce data collection systems and track key performance indicators. Conduct regular policy reviews and effectiveness assessments, preparing reports on workforce trends and policy impact. Recommend policy adjustments based on implementation outcomes and changing organisational requirements.
Inter-Agency Collaboration and Representation
Participate in inter-agency working groups on workforce matters and represent the organisation in discussions with central agencies on public service workforce policies. Coordinate on sector-wide manpower initiatives and maintain networks with workforce planning professionals. Represent workforce development interests in inter-agency discussions and policy consultations. Advocate for initiatives that support effective manpower planning and professional development within the sector.

Excellent policy writing and communication skills for diverse audiences.
Project management experience with ability to coordinate multiple initiatives simultaneously.
Knowledge of employment legislation, public service regulations, and HR best practices would be of value add
Experience & Special Certifications:
Bachelor's degree in Human Resources, Public Administration, Economics, or related field. Master's degree in relevant discipline preferred.
Minimum 4-6 years of experience in workforce planning, policy development, or human resources management.
Experience in government or public sector environment preferred.
