Job OverviewART:DIS is seeking a capable and purpose-driven Manager – Finance, HR & Governance to lead our organization's financial stewardship, compliance, and operational effectiveness. As a registered charity and Institution of a Public Character (IPC), ART:DIS is accountable to multiple regulatory authorities including the Commissioner of Charities (COC), Ministry of Culture, Community and Youth (MCCY), and funding bodies such as the Cultural Matching Fund (CMF). The incumbent will play a critical role in ensuring fiscal responsibility through robust financial accounting, accurate grant reporting, effective resource allocation, and audit readiness in line with the Charities Act and local financial standards. The role also encompasses HR leadership, including policy compliance, recruitment, compensation, and staff development, ensuring alignment with MOM regulations and ART:DIS' inclusive and values-driven culture. As a key member of the management team, this individual will partner closely with the Board and Executive Director to ensure that ART:DIS maintains the highest standards of integrity, transparency, and impact in service of our mission to empower persons with disabilities through the arts.
Key ResponsibilitiesFinancial Leadership & Stewardship
Oversee all financial operations including budgeting, forecasting, accounting, and cashflow and funds management to ensure strong fiscal discipline and prudent stewardship. Lead the development of financial frameworks and internal controls to manage diverse revenue streams including donations, grants, school programmes, artworks and merchandise sales, ensuring compliance with the Charities Act and applicable regulations.
Regulatory Compliance & Reporting
Ensure timely and accurate submission of statutory financial reports, annual returns, governance evaluation checklist and disclosures. Maintain full compliance with regulatory bodies including the Charities Act, IPC obligations, and reporting to COC, ACRA, IRAS, MCCY, NCSS, and sector-specific funders like Cultural Matching Fund (CMF).
Acts as the organization's Data Protection Officer and be responsible for the full spectrum of duties.
Grant & Claims Management
Manage the full lifecycle of grant applications, reporting, and fund disbursements, ensuring eligibility, stewardship and audit standards are met for key grants including CMF and project-based government funding.
Governance & Board Support
Support the Board and its sub-committees, ensuring statutory registers and meeting records are maintained. Guide board-level governance and accountability practices aligned with the Charity Council's Code of Governance and other sector requirements.
Decision Support & Financial Planning
Partner with the Executive Director and programme teams to deliver actionable insights through planning, costing, and performance analysis. Enable the organisation to make sound resource allocation decisions, including for its three centres and revenue-generating art initiatives/events.
Audit, Risk & Governance Evaluation
Lead internal controls, audit readiness, and enterprise risk management. Coordinate the Governance Evaluation Checklist (GEC) and partner the Executive Director to close gaps. Strengthen ART:DIS' governance framework for donation tracking, monetised programmes, and commercial transactions. Oversee whistleblowing, anti-money laundering (AML), and conflict-of-interest protocols.
HR Operations
Oversee HR including recruitment, policies, payroll, CPF, performance reviews, and training. Maintain systems to manage paid staff, part timers and contract staff ensuring alignment with MOM standards and ART:DIS' inclusive workplace values.
Systems, Information & Process Optimisation
Implement and maintain effective financial, procurement and HR systems. Establish and refine frameworks, SOPs, and reporting tools to support art training, retail, and commissioning operations. Champion automation, data integrity, and reporting accuracy across departments.
Culture of Ethics, Accountability & Impact
Promote ethical conduct and organisational accountability, managing the whistleblowing framework and ensuring AML/CFT compliance. Define and track key operational metrics that demonstrate ART:DIS' effectiveness in programme delivery, volunteer engagement, and sustainability, and support transparent reporting to stakeholders, donors and the public.
· A highly competent Finance leader at a later stage of professional journey who brings corporate depth and maturity and is motivated to apply their expertise toward social purpose and impact.
· A recognized degree in Accountancy, Finance, Business Administration, or a related discipline.
· At least 15 years of post-graduation experience, gained from well-established companies with strong governance and operational standards.
· Broad-based finance experience, with demonstrated strength in financial planning and analysis, risk management, and controllership.
· A proactive and hands-on leader who thrives in challenging environments, possesses a strong 'can-do' attitude and is a good people developer.
· Excellent communication and interpersonal skills, with the gravitas to engage senior management, board members, regulators, and external stakeholders confidently.
· Experience in implementing or enhancing systems, controls, and frameworks that drive financial integrity, operational efficiency, and governance.
· While prior experience in the non-profit or social service sector is not required, a strong desire to apply corporate experience toward purpose-driven impact is essential.
