About SAFCo

The Singapore Sustainable Aviation Fuel Company (SAFCo) is a mission-driven entity supporting Singapore's national SAF (Sustainable Aviation Fuel) policy. SAFCo manages the SAF levy collection, procures SAF to meet regulated demand, and develops the voluntary SAF market. As a lean and agile startup, SAFCo is building foundational capabilities to ensure operational excellence, transparency, and credibility in the SAF ecosystem.

This role reports to the Chief Executive Officer (CEO) of SAFCo. The Director of Operations will lead and manage SAFCo's core operational functions, including levy collection operations, finance, audit, compliance, and corporate services. This role is critical to ensuring SAFCo's operational integrity, financial accountability, and regulatory compliance, while supporting strategic growth and scalability. The role may also encompass team leadership responsibilities, including supervising a team.

[What you will be working on]

Levy Collection Operations

  • Oversee the end-to-end operational flow of SAF levy collection.

  • Manage the appointed levy collection agent, ensuring performance, contractual compliance, and issue resolution.

  • Establish governance frameworks and internal controls to ensure accuracy, transparency, and compliance.

  • Coordinate with CAAS and other stakeholders for secure and accurate reporting of levy-related transactions.

  • Ensure systems are auditable, efficient, and compliant with CAAS regulations.

Corporate Operations

  • Manage day-to-day operations of SAFCo's office, including facilities, IT systems, and administrative support.

  • Oversee HR, finance, and corporate services functions in alignment with SAFCo's governance framework.

  • Prepare and submit annual budgets and quarterly utilization reports to CAAS.

  • Ensure expenditures align with approved budgets and corporate policies.

  • Maintain accurate financial records and support internal and external audits.

  • Lead internal controls, risk management, and compliance functions.

  • Ensure adherence to cybersecurity and data protection policies.

  • Submit statutory filings and develop business continuity plans.

Strategic Leadership & Execution

  • Provide strategic direction across operational domains while remaining hands-on in execution.

  • Build and refine operational systems and processes to support SAFCo's growth.

  • Collaborate with other directors (e.g., Sustainability, Procurement) to ensure cross-functional alignment.

  • Support internalization of key capabilities as SAFCo scales beyond its startup phase.

[What we are looking for]

  • Experience: years in operations, finance, audit, or compliance roles, preferably in government-linked entities, aviation, or regulated industries.

  • Skills: Strong operational acumen in payments, receivables, fund collection, and company management. Familiarity with public sector governance and reporting frameworks.

  • Leadership: Strategic thinker with the ability to lead and execute. Comfortable working in a lean setup and multi-hatting across functions.

  • Mindset: Hands-on, adaptable, and resilient. Able to thrive in a startup environment and build systems from the ground up.
