Business Analyst cum Technical Delivery Lead

We are looking to hire a Business Analyst cum Delivery Lead to support our client in Singapore which is a top global investment bank . The incumbent will be overseeing the delivery of technology projects, ensuring they meet business requirements, are completed on time, and within budget. This role requires strong leadership, excellent project management skills, and the ability to collaborate effectively with various stakeholders.

Responsibilities:

• Requirements Gathering: Lead the gathering of payment related requirements from Mandarin-speaking users from China / Taiwan
• Project Delivery: Lead the planning, execution, and delivery of technology projects. Develop detailed project plans, timelines, and resource allocations.
• Stakeholder Communication: Serve as the primary point of contact for project stakeholders. Ensure clear and consistent communication regarding project status, risks, and issues.
• Team Leadership: Manage and mentor a team of developers, and other technical staff. Foster a collaborative and high-performance work environment.
• Risk Management: Identify and mitigate risks associated with project delivery. Develop contingency plans to address potential challenges.
• Quality Assurance: Ensure that all projects meet quality standards and comply with regulatory requirements. Implement best practices for software development and project management.
• Budget Management: Oversee project budgets, ensuring that projects are delivered within financial constraints. Track expenses and report on budget performance.
• Vendor Management: Coordinate with external vendors and partners as necessary. Manage contracts and ensure vendor deliverables meet project requirements.
• Leads and coordinates routines to support delivery (for example, kick-offs, status reviews, stakeholder meetings, change controls, and tollgates, etc.)
• Manages coordination of delivery and dependencies across multiple teams and multiple timezones.
• Supports resource planning for delivery and execution.

Requirements:

• Must Language: Chinese & English
• Ability to read & write (Simplified and Traditional Chinese)
• Proficiency in Business Mandarin, with the ability to communicate technical terms in Mandarin
• Proven experience in gathering and documenting requirements from Mandarin-speaking users / stakeholders (for eg. China and Taiwan)
• Possess at least 6-8 years of relevant experience as a business analyst as well as project manager / delivery lead
• Possess banking domain knowledge in payments
• Knowledge of end-to-end flow of payments (eg. high-value payments, low-value payments, cross-border payments)
• Familiar with technologies such as API, Swift message, middleware, last mile gateway
• Certifications: PMP, PRINCE2, or similar project management certification is preferred.
• Technical Skills: Strong understanding of software development methodologies (Agile, Scrum, Waterfall). Proficiency with project management tools (e.g., Jira, MS Project).
• Communication Skills: Outstanding verbal and written communication skills. Ability to present complex technical information to non-technical stakeholders.
• Ability to collaborate with external programmers to coordinate delivery of software application. Entail regular interaction with global initiative technology managers and team leads.
• Preferred to have good understanding about the application Infrastructure setup, Containerization, and application management skills.
