Location: North West

Experience Required: Minimum 5 years in Quantity Surveying / Construction Cost Management on main contractor projects

Key Responsibilities

  1. Cost Planning & Budgeting:
  2. Prepare detailed cost estimates, budgets, and feasibility studies during design and tender stages.
  3. Monitor project budgets, track cost trends, and report deviations.
  4. Contract Administration:
  5. Review, draft, and administer construction contracts (FIDIC, SIA, NEC, etc.).
  6. Manage variations, claims, and contract disputes.
  7. Ensure compliance with statutory and client requirements.
  8. Procurement & Tendering:
  9. Prepare tender documents, bills of quantities (BOQ), and cost schedules.
  10. Evaluate contractor quotations and provide recommendations.
  11. Assist in contractor negotiation and selection.
  12. Cost Control & Reporting:
  13. Track project expenditures and forecast final project costs.
  14. Prepare monthly cost reports, cash flow projections, and cost-to-completion analyses.
  15. Conduct value engineering and identify cost-saving opportunities.
  16. Project Coordination & Risk Management:
  17. Liaise with project team, design consultants, contractors, and clients to resolve issues.
  18. Identify and mitigate project risks related to cost, schedule, and quality.
  19. Maintain accurate records of contract variations, claims, and approvals.
  20. Team Leadership & Mentoring:
  21. Guide and mentor junior QS staff.
  22. Ensure adherence to company policies, processes, and professional standards.

Key Requirements

  • Bachelor's degree or/and above in Quantity Surveying, Civil Engineering, or related field.
  • Minimum 5 years of QS experience, preferably in Singapore or large-scale international projects.
  • Strong knowledge of construction contracts (FIDIC, SIA, NEC) and Singapore regulatory environment (BCA, tendering standards).
  • Proven experience in cost planning, contract administration, procurement, and claims management.
  • Proficiency in MS Excel, MS Project / Primavera, AutoCAD, and QS software (e.g., CostX, BuildSoft); BIM knowledge highly preferred.
  • Strong analytical, negotiation, and communication skills.
  • Ability to work independently, manage multiple projects, and meet tight deadlines.
  • Professional membership (SISV / RISM / BQSM) is an advantage.

Desirable Skills

  • Experience in large-scale commercial, residential, or infrastructure projects.
  • Experience in mentoring junior QS or team leadership roles.
  • Knowledge of Mandarin is a plus.
