Job Summary:

This role will be critical in supporting TOUCH Community Services' commitment to governance, risk management, and regulatory compliance. It involves identifying and mitigating risks, ensuring compliance with Singapore's regulatory framework for charities, and fostering a culture of compliance and ethical integrity within the organisation through collaboration across teams.

Principal Responsibilities and Duties:

  1. Risk Management

  2. Maintain and update the organisation's risk register, including operational, financial, and reputational risk management.

  3. Conduct regular risk assessments in partnership with programme and corporate teams.
  4. Support the development of risk mitigation plans for service delivery, fundraising, and partnerships.

  5. Coordinate crisis management planning and support incident investigations.

  6. Compliance and Regulatory Adherence

  7. Ensure adherence to statutory requirements under the Charities Act, Code of Governance for Charities, and other applicable laws.

  8. Develop, review, and implement internal policies to ensure regulatory compliance.
  9. Manage filings and submissions to regulatory bodies such as the Commissioner of Charities, MSF, etc.
  10. Conduct compliance training for staff, including fundraising ethics.

  11. Oversees insurance submissions and progress.

  12. Governance Support

  13. Assist in the preparation of governance reports.

  14. Ensure timely conflict-of-interest declarations and governance disclosures.

  15. Support internal reviews of organisational processes to identify gaps and areas for improvement.

  16. Audit and Monitoring

  17. Support internal audits, coordinating with external auditors where necessary.

  18. Prepare reports on compliance and risk monitoring for senior leadership.

Essential Skills and Qualifications:

  • A degree in Business Administration, Law, Risk Management, or related fields.
  • At least 3-5 years of experience in compliance, governance, or risk management, ideally within the social service or non-profit sector.
  • Familiarity with the regulatory landscape for charities in Singapore.
  • Professional certifications such as Certified Risk Management Professional (CRMP) or Certified Compliance & Ethics Professional (CCEP) are an advantage.
